
Mr. Tran Van Duong, Director of Ly Nhan Construction Materials Joint Stock Company, said: In the current conditions, SMEs need to create conditions to remove difficulties in credit sources, including lending at appropriate interest rates and increasing the value of collateral to mortgage loans to avoid the situation of excess credit sources, while many businesses want to borrow capital but face difficulties. At the same time, the State needs to soon have policies to stabilize prices of essential input goods for businesses; adjust prices of construction materials in accordance with market prices; support businesses in recruiting workers; investors should promptly arrange capital for construction contractors according to plan; continue to reform administrative procedures, remove difficulties for production and business; support finance, technology, training to improve capacity to create regional linkage chains using each other's products..., promptly support businesses to restore production and business.
According to economic experts, the private economic sector still faces many barriers due to its micro, small and medium scale; limited financial potential and management level; most of them have low technological capacity and innovation; low labor productivity, operational efficiency and competitiveness; business thinking lacks strategic vision, and lacks connection with state-owned enterprises and foreign direct investment enterprises. The reasons are that the thinking and awareness of the position and role of the private economy in the economy are still inadequate and have not kept up with development requirements; institutions and laws have some problems and shortcomings; property rights and freedom of business are not fully guaranteed; many businesses face difficulties and obstacles in accessing resources, especially capital, technology, land, resources and high-quality human resources.
To remove difficulties for enterprises, the Provincial Party Committee and the Provincial People's Committee have directed all levels and sectors in the province to regularly review and remove obstacles for investment projects that have been licensed, have not been implemented or are being implemented in order to unlock investment resources for production and business. Sectors and localities promptly grasp the recommendations of enterprises and organizations to quickly resolve and support enterprises in production and business; arrange clean land funds for investors to build production facilities in groups, in order to reduce freight costs and improve efficiency in industrial production; proactively connect enterprises, create conditions to support enterprises to consume each other's products, especially enterprises with foreign direct investment (FDI) to create linkages in production and business; mobilize enterprises, especially FDI enterprises, to use supporting products of domestic enterprises to promote the development of supporting industries and consumption of goods for domestic enterprises. Timely support and mobilize businesses to focus on digital transformation and innovation. For local commercial banks, survey the capital needs of businesses, adjust lending interest rates in accordance with input mobilization interest rates; focus on reforming administrative procedures in the capital disbursement process; promptly disburse capital to borrowers. Functional sectors and localities focus on solving the local labor shortage in some businesses, implementing training programs, and improving vocational skills for workers to gradually meet the recruitment requirements of current businesses.
Mr. Tran Quang Huy, Director of the Provincial Center for Investment Promotion and Enterprise Development Support, said: The province implements the one-stop, one-stop mechanism in handling administrative procedures, cutting and simplifying administrative procedures according to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government; improving the efficiency of providing public services by State administrative agencies, creating favorable conditions for people, organizations and enterprises to carry out administrative procedures; in particular, a project has been issued to streamline and shorten the time for implementation and processing of administrative records and procedures in the province. The total number of administrative procedures being carried out in the province is 2,028 (1,719 administrative procedures at the provincial level; 309 administrative procedures at the commune level), of which 100% of administrative procedures prescribed by the Central Government are made public on the National Public Service Portal and the Ninh Binh Provincial Electronic Information Portal...
In addition to focusing on reforming administrative procedures and removing difficulties for businesses, Ninh Binh province is concentrating resources on completing infrastructure to attract investment. Specifically, Ninh Co Economic Zone has been decided by the Prime Minister to be established with an area of 13,950 hectares and is being invested in infrastructure in stages, expected to be completed by 2030; Ha Nam High-Tech Park is the 5th High-Tech Park in the country to be decided by the Prime Minister to be established with an area of 663.19 hectares.
According to the development orientation, Ninh Binh province plans to add 53 industrial parks with an area of 12,144 hectares (currently, there are 20 industrial parks in operation with an average occupancy rate of 50%, 12 established industrial parks with an area of 2,562 hectares are clearing land to build infrastructure to attract investment; 3 industrial parks with approved planning are attracting infrastructure investors; 8 parks are organizing planning; 10 parks are studying to propose planning).
The province also plans 117 industrial clusters, of which 43 have been established and are currently in operation with a total area of over 1,307 hectares; 37 newly established industrial clusters are preparing to go into operation with an area of over 2,059 hectares; 37 industrial clusters have been approved for planning with a total area of 1,973 hectares and are attracting infrastructure investors. This is a favorable condition to attract businesses to operate.
By synchronously implementing the above solutions, we believe that in the coming time, SMEs in the province will gradually overcome difficulties, strive to produce and do business more effectively, contributing to increasing the value of industrial production in the province.
