On May 28, the Department of Agriculture and Environment (DARD) of Quang Binh province said that the locality is currently vigorously implementing a program to eliminate temporary and dilapidated houses for poor and near-poor households in the 2024-2025 period.

Accordingly, the total number of households approved for support is 1,637 households, divided into two phases: Phase 1 has 1,458 households, Phase 2 adds 179 households.

As of May 27, phase 1 had started construction on 1,450/1,458 houses, reaching 100% completion rate, as the remaining 8 households had submitted written proposals not to implement due to many objective reasons. Of these, 1,037 houses had been completed, reaching 71.5%. The remaining 413 houses are still under construction, mainly concentrated in the mountainous districts of Minh Hoa and Tuyen Hoa. The province is determined to complete the entire phase 1 in June.

In phase 2, 50/179 houses have started construction, reaching a rate of 28%. Of these, only 3 houses have been completed. The locality is resolutely directing to complete the entire phase 2 before September 2.

The housing support program for people with meritorious services to the revolution and relatives of martyrs is also being urgently implemented. Specifically, the locality has approved support for 2,396 households. To date, 2,034 houses have been started, reaching a rate of 85%, of which 1,431 houses have been completed. The remaining 362 houses have not been started. Quang Binh province strives to complete housing support for relatives of martyrs before July 27 and for people with meritorious services before September 2.

For the housing support program for poor and near-poor households in ethnic minority and mountainous areas, the total demand is 2,791 households, including 1,954 poor households and 837 near-poor households. To date, 605 houses for poor households have been started and completed, reaching a rate of 31%. The province determined to complete this program in the period of 2025-2026.

The Department of Agriculture and Environment of Quang Binh province assessed that during the implementation process, the locality recognized many creative ways from localities and units.

Specifically: The Provincial Youth Union launched the movement "Youth Union members contribute 20,000 working days to eliminate temporary and dilapidated houses"; the Labor Federation mobilized and supported billions of VND; the Provincial Police contributed nearly 200 tons of cement, hundreds of millions of VND and thousands of working days; the Border Guard force also actively participated in building hundreds of houses.

In addition, households have proactively contributed additional funding and human resources, contributing to speeding up the program's progress.

Although there are still many difficulties and obstacles in the implementation process, with high political determination, consensus of the people and the cooperation of many forces, Quang Binh is gradually realizing the goal of no more temporary or dilapidated houses in the area - aiming to build a stable and sustainable life for the people.

Mr. Le Ngoc Quang, Secretary of the Quang Binh Provincial Party Committee, said that eliminating temporary and dilapidated houses is not only a political task, but also the responsibility of the whole society towards the poor, the meritorious and the ethnic minorities in mountainous areas.

"The Steering Committee for Eliminating Temporary and Dilapidated Houses in Quang Binh Province has assigned specific tasks to departments, branches, and sectors, especially the heads of local authorities. Heads of the Steering Committees at all levels are determined to implement the program with the spirit of "6 clear", including: Clear people, clear work, clear responsibilities, clear authority, clear time, clear results to speed up progress, basically completing all 3 programs to eliminate temporary and dilapidated houses in the province before September 2 this year", affirmed the Secretary of the Quang Binh Provincial Party Committee.
