According to the Vietnam Road Administration ( Ministry of Construction ), based on data compiled on the disbursement software as of May 21, the disbursement results of the units are still slow and have not met the progress according to the registered plan.
There are localities that disburse 0% road maintenance capital.
Specifically: Road Management Area III has only reached nearly 14%, Road Management Area IV has reached more than 16%. Gia Lai Department of Construction has only reached more than 28%, Dak Lak Department of Construction has reached nearly 4%, Dak Nong Department of Construction has reached nearly 4%, Lam Dong Department of Construction has reached nearly 3%, Binh Phuoc Department of Construction has reached 0.25%, Tay Ninh Department of Construction has reached nearly 3%, Ba Ria - Vung Tau Department of Construction has reached 0%.
In order to fully disburse the allocated capital and effectively promote the capital, the Vietnam Road Administration requests the above-mentioned units to accelerate the progress of selecting contractors and speed up the construction progress to ensure the disbursement of all allocated capital for projects under the national highway system maintenance plan for 2025 approved by the Ministry of Construction and approved by the Vietnam Road Administration.
The agency also requested that investors make plans and commit to disbursements for the last 6 months of 2025, and report to the Vietnam Road Administration before May 30, 2025.
Regarding the additional works of the National Highway System Maintenance Plan in 2025, the Vietnam Road Administration requires units to complete the preparation and approval of technical economic reports before May 30, 2025 to adjust and supplement the maintenance plan and expenditure estimate for 2025 as a basis for implementation.
The Vietnam Road Administration will consider handling responsibilities for investors, agencies, units and individuals related to the slow implementation of the 2025 maintenance plan.
Cut capital of slow disbursement projects
For the Departments of Construction, the Vietnam Road Administration will report to the Ministry of Construction and send a document to the Provincial People's Committee requesting consideration and assessment of the level of task completion for the units. For the Road Management Areas, the assignment of investor tasks will be carried out and the level of task completion for the relevant collectives and individuals will be assessed.
"After May 30, 2025, the Vietnam Road Administration will report to the competent authority to adjust the maintenance plan and expenditure estimate for 2025, cutting capital from projects that are behind schedule (due to subjective reasons) to allocate to projects with high demand and disbursement potential," said the Vietnam Road Administration.
Previously, on April 14, the Vietnam Road Administration criticized two Road Management Areas and 34 Construction Departments for being slow in implementing the work of the 2025 road maintenance plan.
Including: Road Management Area I, II, Hoa Binh, Son La, Dien Bien, Yen Bai, Phu Tho, Vinh Phuc, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Quang Ninh, Lang Son, Bac Ninh, Bac Giang, Hai Duong, Nam Dinh, Ninh Binh, Thanh Hoa, Thua Thien-Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Dak Lak, Dak Nong, Lam Dong, Ninh Thuan, Ba Ria-Vung Tau, Binh Phuoc, Kien Giang, Hau Giang, An Giang and Tay Ninh.
The above units are mainly slow in completing the work of preparing construction drawings; slow in implementing bidding for construction packages for 1-step design projects and have not updated data on the disbursement software.
Currently, 97/201 two-step design projects have not yet approved construction drawings, and 341/394 projects have not yet completed the selection of construction contractors. Disbursement is still very low, estimated disbursement by March 31 only reached 4.64% of the assigned estimate.
In 2025, the Vietnam Road Administration will be assigned more than 12,000 billion VND in road maintenance capital to organize the management and maintenance of more than 26,000 km of national highways and expressways.
Right from the beginning of the year, the Department has focused on urging units to speed up the implementation progress, ensuring that the disbursement for the whole year reaches over 95% of the assigned capital plan. At the same time, implementing strong and thorough innovation in the management of periodic road repair projects, the Department does not act as the investor of periodic road repair projects (this task is assigned to the Road Management Areas) to focus on State management work.
The Vietnam Road Administration also exercises the authority and responsibility of the investment decision maker, strengthens inspection and supervision of entities in project implementation management; adjusts the task of advising on project appraisal and approval; manages quality and bidding work between advisory agencies to ensure unified, focused task implementation with clear responsibilities.
