Construction progress "snail crawling"
Two key traffic projects in Que Son district ( Quang Nam province) are the DH3.QS Road Expansion Project and the Traffic Road Project connecting agricultural and forestry raw material production sub-regions with Que Son industrial parks and clusters (DH21).
According to the plan, both projects must be completed and put into operation by the end of 2024. But in reality, both investors and contractors are facing difficulties and progress is delayed.
Accordingly, the DH3.QS project has a total investment of nearly 100 billion VND, passing through Que Phu and Que Cuong communes. The project started in April 2022, but the joint venture of contractors Nhat Huy and Phu Huong Company has only achieved about 60% of the contract value. Of which, more than 700m of asphalt concrete road surface from the beginning of the route to 9 Man bridge and nearly 900m from Que My commune have been completed.
The DH21 project has a total investment of about 340 billion VND, starting construction in early 2023. The joint venture of contractors Phu Huong - Truong Long - Nhat Huy Company has only completed about 27% of the contract value. The main construction items are Ly Ly bridge, Cho Dun bridge and the railway overpass and 2-gate culvert at Km4+655.38.
According to the Kinh te & Do thi newspaper, the construction sites of the two projects are quite quiet, without many equipment or workers. While the DH21 project still has a few groups of workers constructing the bridge and culvert system, the DH3.QS project has almost stopped construction. The construction length on the route is also not continuous, many sections have flat ground but are too short, not convenient for gathering materials and machinery.
The representative of the project investor (People's Committee of Que Son district) said that the DH3.QS project belongs to the group of projects that mobilize people to donate land and crops, so about 80% of the site has been handed over. However, in general, the total site is broken, so only about 60% of the construction has been completed.
The DH21 project has a total of 23 hectares of land to be recovered and 10 households that need to be resettled. As of November 2024, the locality has counted and assessed the volume of the affected area at 124,853m2 with 401 households and 695 plots of land; the area eligible for compensation is 52,047m2. The 10 households that will be cleared have not yet developed a compensation plan.
Local criticism for slow progress
Mr. Nguyen Phuoc Son - Chairman of Que Son District People's Committee admitted that the two projects are facing many difficulties and problems related to construction progress and compensation and site clearance. In addition, the project is also facing disadvantages due to weather and scarcity of land for filling, so construction has had to be temporarily suspended at many times.
For the DH3.QS project, the investor has organized the preparation of documents to adjust and supplement the design of some construction items to ensure that they are suitable for reality, effective in use and cost-saving. In the coming time, continue to mobilize households to agree on the plan and hand over the site in 2024.
Particularly, the DH21 project still faces many difficulties in completing resettlement sites, handling procedures for the 5% land fund, and compensatory plan documents.
On the other hand, within the land acquisition area for road construction, there is about 7,097.6 square meters of land encroached upon by some households in Binh Quy commune, Thang Binh district. However, this area is under the management of the People's Committee of Que My commune, Que Son district.
The Chairman of Que Son District People's Committee hopes that the leaders of Quang Nam province will adjust the implementation period of both projects from 2021-2024 to 2021-2025.
Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung criticized the leaders of Que Son district as well as the contractor for the slow disbursement of the project and the sluggish construction progress. This affects the local socio-economic development as well as the lives of local people.
Mr. Hung requested that Que Son district needs to be more flexible and proactive in mass mobilization work, focusing maximum resources from departments, offices and organizations. The DH3.QS project needs to complete site clearance work in 2024 but must ensure all rights of the people. The DH21 road must be carried out in parallel with site clearance and construction of other project items. There should be no case where contractors are "lying" waiting for the site.
The Vice Chairman of the Quang Nam Provincial People's Committee also assigned the Departments, sectors and localities to recalculate the plan to extend the project's implementation time and funding. The District People's Committee must also report and explain, clearly pointing out the individuals and groups that are slowing down the progress.
