Quang Nam: Policy credit helps create jobs for 3,501 workers

Ms. Le Thi Kim Anh - Deputy Director of the Vietnam Bank for Social Policies, Quang Nam branch, said that the total policy credit capital as of March 31 reached nearly VND 8,293 billion (an increase of more than VND 212.5 billion compared to the beginning of the year).

Total lending turnover in the first quarter of 2025 reached more than 703.5 billion VND with 10,866 poor, near-poor and policy households receiving loans. Total debt collection turnover of the entire branch in the first quarter of 2025 reached nearly 494 billion VND (equal to 70.19% of lending turnover).

As of March 31, the total outstanding debt of policy credit programs in the province reached over VND8,270 billion (an increase of nearly VND210 billion compared to the beginning of the year, a growth rate of 2.6%) with 141,014 customers with outstanding debt. The quality of policy credit continued to be stable, with total overdue debt and frozen debt as of March 31 accounting for only 0.18% of total outstanding debt.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan assessed that in the first quarter of 2025, policy credit capital was disbursed promptly, meeting the capital needs for production and business of poor, near-poor and policy households.

Outstanding loan growth is guaranteed according to plan; capital mobilization from residents and economic organizations is well maintained. Policy credit has helped 3,913 poor, near-poor, and newly escaped-poverty households borrow capital to develop the economy and stabilize their lives.

Preferential loans created jobs for 3,501 workers; 98 workers went to work abroad for a limited period; created conditions for 341 households with students to borrow capital to cover study expenses; 2,332 households borrowed capital to build and renovate clean water and sanitation facilities; 11 people who had completed their prison sentences were able to borrow capital to do business.

However, Quang Nam's policy credit activities in the first quarter of 2025 still face many difficulties. The provincial budget capital entrusted through the Social Policy Bank in the first quarter of 2025 is 50 billion VND (approved 170 billion VND, only reaching 29.4% of the plan); the outstanding debt of local budget capital accounts for 10.67% of the total capital, which is still low compared to other provinces in the region (Da Nang 45.6%; Binh Dinh 13.6%; Khanh Hoa 16.5%; Quang Ngai 11.4%...).

Currently, the demand for loans to work abroad for a limited period, loans to demolish temporary and dilapidated houses, and loans to develop livelihoods among the people is high, but local budget capital sources have not yet met the demand.

Regarding the implementation of tasks in the second quarter of 2025, Vice Chairman of the Provincial People's Committee Tran Anh Tuan assigned the Social Policy Bank, Quang Nam branch, to continue advising the Provincial People's Council and People's Committee to arrange additional local budget capital entrusted through the Social Policy Bank, provincial branch to implement credit packages.

Focus on disbursing capital well; coordinate with local authorities and entrusted socio-political organizations to inspect and evaluate cases of overdue debts, potentially risky debts, and frozen debts to find solutions for recovery and improve credit quality...
