Quang Ngai ensures safety for people and rescues vulnerable areas

On the afternoon of November 6, Ms. Y Ngoc, Permanent Vice Chairman of the People's Committee of Quang Ngai province - Head of Working Group No. 1 for prevention and control of storm Kalmaegi (storm No. 13) worked with the communes in the west of the province; at the same time, requested localities and units to absolutely ensure the safety of people before, during and after the storm.

Ms. Y Ngoc said that through the process of gathering initial information, the localities in the West of Quang Ngai province have activated plans to prevent and combat storm No. 13. However, the standing agency, the Provincial Military Command, needs to deploy forces on duty, monitor, coordinate with local authorities; arrange forces ready for storm prevention and combat, proactively prepare means to overcome damage, and organize rescue when necessary.

“The top priority is to ensure the safety of the people; absolutely do not let people go to or stay in unsafe places, places at risk of landslides, flash floods, and flash floods. For boarding schools, there must be the best plan and solution to ensure the safety of students at school,” Ms. Y Ngoc emphasized.

The Standing Vice Chairman of the People's Committee of Quang Ngai province also assigned leaders of the Department of Agriculture and Environment, Department of Construction, Department of Health to directly monitor and control the areas in the districts of Dak Glei, Dak Ha, Dak To, Ngoc Hoi and Kon Tum city (old). Particularly, the Provincial Police and the Department of Construction must closely coordinate with local authorities, grasp information, fully prepare means for rescue, handle landslides and cut-off points to ensure smooth traffic. In addition, in the process of performing tasks, agencies and units must absolutely ensure the safety of the lives of officers, soldiers and workers.

By 4 p.m. on November 6, rain had begun to appear in many places in the western part of Quang Ngai province. Particularly in Ngoc Linh commune, there had been heavy rain since noon on November 6, causing the risk of landslides. Local authorities have mobilized people to evacuate Dak Sum village; at the same time, they have asked people in 5 isolated villages, namely Ngoc Nang, Mo Po, Xa Ua, Ngoc Lan, and Tu Rang, not to leave their homes. Meanwhile, the People's Committee of Dak To Kan commune is mobilizing households to evacuate from dangerous locations in the Dak Nia and Dak Po Trang irrigation reservoirs.

To respond to storm No. 13, the Army and Police forces in Quang Ngai province have mobilized to vulnerable areas to be ready to rescue people. At Duc Pho Traffic Police Station in Khanh Cuong commune, Quang Ngai province, from noon on November 6, Quang Ngai Provincial Police mobilized dozens of officers and soldiers of the Provincial Police Mobile Police to coordinate with officers and soldiers of Duc Pho Traffic Police Station, Police of communes and wards in the southern coast of the province to come up with a rescue plan to help people in the area.

Lieutenant Colonel Nguyen Huu Nghia, Head of Team 1, Mobile Police Department of Quang Ngai Provincial Police, said that the assigned team coordinated with Duc Pho Traffic Police Station to grasp the area and develop a plan to rescue local residents in need of assistance, especially the elderly, children, women, and vulnerable people, to a safe place. When the storm passes, the force will be the pioneer in supporting people to overcome damage to their houses, and protect traffic flow to ensure smooth traffic before, during, and after the storm. In the past two days, the Mobile Police force has also moved to coastal localities of Quang Ngai to support people in strengthening their houses and responding to the storm.

To respond to storm No. 13, Quang Ngai Provincial Police have established a Forward Command Board to direct the work of prevention, response and overcoming consequences in communes and wards in the area south of the Station (located at Duc Pho Traffic Police) and west (at Kon Tum Ward). The Command Board will directly inspect, direct response plans and measures and mobilize forces and means of professional departments and police of communes and wards to prevent, respond and help people overcome the consequences of the storm.

Colonel Ho Song An, Director of Quang Ngai Provincial Police, said that local police have been deployed with 100% of their regular forces since 2 p.m. on November 6, proactively monitoring the storm's developments and heavy rains after the storm to respond promptly in all situations, avoiding being passive or surprised. At the same time, coordinate evacuation, rescue, and search and rescue; quickly and effectively handle arising situations to ensure the safety of people's lives and minimize property damage. The police force closely coordinates with the Border Guard and local authorities to ensure security and safety of the sea route as well as ensure absolute safety for people, especially in vulnerable areas that are directly affected by the storm.

In Quang Ngai province, over the past two days, the forces of Military Region 5 and the Quang Ngai Provincial Military Command have mobilized thousands of officers, soldiers, vehicles, boats, canoes, and specialized vehicles to be on standby to prepare for all storm response plans. Regular military and border guards have directly gone to residential areas to help people reinforce their houses, prune, and cut down tall trees.

Commander of the Quang Ngai Provincial Military Command, Lieutenant Colonel Tran The Phan said that to proactively respond to storm No. 13 and its aftermath, the Provincial Military Command mobilized thousands of officers and soldiers, hundreds of vehicles and many rescue equipment. The forces deployed in the localities coordinated to evacuate people to safe places, ready to rescue people when the storm made landfall.

On the same morning (November 6), the delegation and the Ministry of National Defense delegation led by Senior Lieutenant General Pham Truong Son - Deputy Chief of the General Staff of the Vietnam People's Army worked with the People's Committee of Quang Ngai province on response to storm No. 13 and directed localities on storm response plans.
