Quang Ninh reaches the finish line early in attracting domestic investment capital, continues to "clean the nest" to welcome FDI

Bright spot attracting FDI

In 2023, Quang Ninh will implement the annual working theme of "Improving the efficiency of investment attraction and people's quality of life". From the beginning of the year, the province has focused on implementing tasks and solutions to promote the attraction of non-budgetary investment capital and foreign direct investment (FDI).

Quang Ninh has coordinated with central ministries and branches to organize national and regional conferences associated with investment promotion activities. The province has also completed the issuance of the Investment Promotion Program for 2023 and implemented the project to attract large, branded FDI investors to the province.

Specifically, the province has focused on selectively attracting new-generation foreign direct investment (FDI) capital into industrial parks (IPs) and economic zones (EZs), focusing on the Quang Yen coastal EZ and Mong Cai border gate EZ; prioritizing high-tech, environmentally friendly processing and manufacturing industrial projects with high investment rates and large contributions to the budget.

At the same time, develop solutions and investment promotion strategies for large, branded and reputable foreign economic corporations.

The province has welcomed and worked with corporations and investors who came to learn and research investment in industrial parks and economic zones in the province such as: Lite-On Technology Group, US-ASEAN Business Council, Saigon Newport Corporation, Taiwan (China) Electronics Business Delegation, Adani Group and Mitsubishi Corporation Vietnam Co., Ltd.

Along with that, Quang Ninh has focused on directing the completion of planning and plans, especially general planning, regional planning, zoning planning and land use planning, promptly removing difficulties and obstacles in site clearance, land, investment and construction. Thanks to that, it has attracted investors to pay attention and implement investment projects, especially in economic zones and industrial parks in the province.

Thanks to that, in just the first 6 months of 2023, the province has almost completed the whole year's target of attracting investment with results reaching 83% of the target for FDI capital and 102.4% of the target for domestic capital.

According to the report of the Provincial People's Committee, the total FDI capital of the province in the first 6 months of 2023 is estimated at nearly 832.17 million USD, reaching 83% of the Resolution target of the Provincial Party Committee (at least 1.0 billion USD), reaching 69.3% of the plan of the Provincial People's Committee (reaching 1.2 billion USD).

The number of newly granted investment registration certificates for FDI projects was 17, 2.5 times higher than the same period last year, mainly in the processing and manufacturing industry (including 2 large-scale projects with investment capital of over 100 million USD) implemented in industrial parks and economic zones.

In addition to continuing to attract FDI from investors in traditional markets such as China, Hong Kong, Taiwan (China), Singapore, Japan, and South Korea, for the first time, Quang Ninh province welcomed capital flows from investors from Sweden, contributing to diversifying the province's investment partners, increasing the total number of investment partners in Quang Ninh province from 19 to 20 countries and territories.

Notably, in just 6 months, Quang Ninh has completed the target set for the whole year of 2023 in attracting domestic investment capital. At the end of June 2023, the total domestic investment capital attracted in the first 6 months of the year in the province is estimated at 44,017.15 billion VND, equal to 102.4% of the annual plan of the Provincial People's Committee (43,000 billion VND), up 29.8% over the same period (33,923 billion VND).

"Cleaning the nest" to welcome the "eagle"

Chief of Office of Quang Ninh Provincial People's Committee Pham Hong Bien said that in 2023, Quang Ninh aims to attract about 1.2 billion USD of FDI capital.

To achieve the above goal, Quang Ninh has issued Decision 1761/QD-UBND to establish a special working group to remove difficulties and obstacles, effectively supporting enterprises, cooperatives, business households and investors.

The working group has the task and authority to direct the access, grasp, receive information, synthesize, and handle difficulties and problems within its authority for enterprises, cooperatives, business households, and investors with projects in the province. Along with that, it is to monitor and urge the process of resolving difficulties and problems under the authority of departments, branches, localities, agencies, and units; promptly propose rewards and discipline for organizations and individuals who violate and cause difficulties.

The working group also has the right to request provincial departments, branches, agencies and local People's Committees to provide information, coordinate implementation, send staff and thoroughly resolve outstanding issues.

In the planning period 2021 - 2030, vision 2050, Quang Ninh province continues to attach importance to foreign investment resources and will implement many solutions to turn this resource into an important development driving force of the locality.

In the coming time, Quang Ninh will continue to introduce attractive investment policies and measures to attract FDI capital flows.

The province commits to investing, or directing relevant authorities to organize the construction of technical infrastructure to the foot of the project fence such as: Traffic roads, power supply systems, water supply and drainage, communications, technical connection points with infrastructure works within the project fence; planning and arranging land funds to call for investment in social infrastructure projects, housing areas, social, cultural and sports works for workers in industrial parks and economic zones.

At the same time, the province will support labor recruitment and vocational training for workers in industrial parks and economic zones; resolve administrative procedures in the fastest and most effective time; always accompany and support investors throughout the process of research, investment implementation and putting into production and business activities.

Mr. Cao Tuong Huy, Acting Chairman of Quang Ninh Province emphasized: "The province continues to call on foreign enterprises and investors to pay attention to researching and investing in the following areas: Processing and manufacturing industry; electronic component production; automobile support industry; seaports; logistics services; green, clean and environmentally friendly agriculture... Currently, the province's industrial land fund is still very large, enough to meet the needs of investors."
