Quang Ninh 's socio-economic picture in the first quarter of 2025 continues to show positive signals and encouraging stability in many areas. An important highlight is the estimated growth rate of gross regional domestic product (GRDP) at 10.91% - a figure that not only shows a strong recovery but also brings Quang Ninh to the 7th position in the country in terms of growth rate.

The service sector continues to affirm its role as an important pillar for the province's economic growth, estimated to grow by 14.2% over the same period last year. In particular, the tourism industry has recovered and developed remarkably with a total number of tourists reaching 5.68 million, an increase of 6% over the same period in 2024. Of which, the number of international visitors reached 1.75 million, showing the increasing attractiveness of Quang Ninh to tourists around the world. The prosperity of the tourism industry has created a spillover force, promoting the development of other service industries, contributing to increasing the vitality of the local economy.

The industrial and construction sectors also recorded positive results. The industry sector is estimated to increase by 10.14%, significantly higher than the growth rate of the same period last year. The processing and manufacturing industry continued to affirm its position as the main growth driver with an impressive growth rate of 20.57%. The inauguration and operation of Thanh Cong Automobile Factory in Viet Hung Industrial Park was an important milestone, contributing to the value of industrial production and creating many new job opportunities for local people. However, the construction sector only grew by 8.43%, lower than expected, requiring focus on removing difficulties, especially in the disbursement of public investment capital and the implementation of key projects.

State budget revenue in the first quarter is estimated at VND13,856 billion, up 3% over the same period and exceeding the growth scenario by 6%, continuing to maintain the 7th position in the country. This result shows the stability and efficiency in the province's budget management and operation. The province's export turnover also recorded a strong growth of 19.2% over the same period, contributing positively to the trade balance and promoting domestic production.

In addition to economic achievements, Quang Ninh also pays special attention to the fields of culture, society and human development. Social security work is of primary concern, as evidenced by the completion of the elimination of temporary and dilapidated houses for 25 households in the province. Employment creation has achieved positive results, creating jobs for more than 7,650 workers. The education and training sector continues to maintain its leading position in the country, holding the 8th position in terms of the number and percentage of excellent national high school students.

Determined to make a strong breakthrough

Chairing the conference, Party Central Committee member and Provincial Party Secretary Vu Dai Thang acknowledged and commended the positive results achieved in the first quarter; at the same time, he also frankly pointed out the shortcomings, limitations and challenges that still arise. At the same time, he emphasized that the tasks from now until the end of 2025 are extremely difficult, requiring greater efforts and determination from the entire political system.

Orienting for the second quarter and the coming time, Provincial Party Secretary Vu Dai Thang requested to create a strong breakthrough in economic development. The focus is on renewing traditional growth drivers and promoting new growth drivers. For traditional drivers such as coal, electricity, and construction, it is necessary to create all favorable conditions for stable and sustainable development, while drastically accelerating the disbursement of public investment capital. For new drivers, it is necessary to increase the attraction of high-quality FDI, invest in tourism, international-class services, develop the night-time economy, heritage economy, and border trade. The agricultural sector needs to focus on restructuring towards increasing added value and sustainable development. In particular, the province identifies science and technology and digital transformation as urgent requirements and important driving forces for development in the coming period.

Another important political task in 2025 is to complete the reorganization of district and commune-level administrative units according to the Central Government's policy. The Provincial Party Secretary requested all levels and sectors to focus highly on completing the reorganization project, ensuring scientific and practical implementation, and maintaining the stability and efficiency of the administrative apparatus after the reorganization. At the same time, there should be timely and adequate support policies for affected cadres, civil servants, public employees and workers.

To maximize resources for key tasks, the Provincial Party Secretary requested to strengthen discipline and administrative order, rectify bureaucracy and harassment, and at the same time have a mechanism to motivate and encourage dynamic and creative cadres. Party committees and organizations at all levels need to set an example, minimize unnecessary activities to focus on leading and directing the implementation of key political tasks of the province.
