In late October, we returned to An Sinh commune, everywhere was filled with flags, banners, and slogans promoting the Law on Military Service (NVQS). Propaganda activities were carried out in a variety of forms such as: through the internal loudspeaker system, using mobile loudspeakers, distributing leaflets, village activities, direct meetings... The propaganda content focused on educating the traditions of the nation, the Army, and the homeland; the main contents of the Law on Military Service such as age, standards, benefits, time in service, discharge, cases of temporary deferment, exemption from participating in NVQS...
At the An Sinh Commune Health Station recruitment examination point, the young men whose names were on the list this time were all present very early, with an excited spirit, the 18 and 20 year old boys all had the same wish, which was to be ready to go on a mission to protect the Fatherland. Young man Nguyen Van Duc, Binh Son Tay area, An Sinh ward, excitedly shared: "Although I have passed the university entrance exam, I put my studies aside and decided to volunteer to join the army, with the desire to contribute a part of my efforts to my homeland and country. After completing 2 years of service, I will continue my next study program."
Comrade Vuong Van Thong, Chairman of the People's Committee, Chairman of the Military Service Council of An Sinh commune, said: "After 3 days of urgent work, we have completed the preliminary selection and have nearly 160 young people qualified for military service examination; 20 young people have written applications to volunteer to join the army, nearly 30 young people have college and university degrees and 10 young people are children of cadres and party members. The spirit of the young people is very enthusiastic, proud to contribute in the military environment".

Not only in An Sinh commune, we went to Quang La commune, where more than 72% of the population are ethnic minorities, with difficult economic conditions; we met young man Khuc The Hung, born in 2007, a Tay ethnic, residing in village 2. Mrs. Doan Thi Thu Huyen, Hung's mother, said: "The family has two brothers and Hung is the first child, but he is willing to put his studies aside to volunteer for military service. His determination is truly admirable, showing that he is very responsible. He is young but he thinks like that, so the family is happy."
In 2025, major changes in the organizational structure, management scope and decentralization of operations will place higher demands on the capacity of staff, organization and coordination of all levels and sectors. Realizing that importance, immediately after the 2-level local government model officially came into operation, the Provincial Military Command proactively advised the Provincial People's Committee to organize a conference to summarize the military recruitment work in 2025 and deploy the plan for 2026; at the same time, assign specific tasks to each department, branch and locality. On that basis, the Provincial Military Command issued detailed instructions on the military recruitment process in accordance with the new model, ensuring unified implementation throughout the province, from registration, preliminary selection, health examination, completion of records, to delivery of military call-up decisions.

Colonel Le Trong Hoa, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial Military Service Council, Commander of the Quang Ninh Provincial Military Command, said: “We have assigned cadres in charge of the area, established working groups to go to the grassroots to guide, inspect, help, grasp difficulties and obstacles and promptly resolve them. Thanks to that, localities are proactive and flexible in implementation. Up to now, the province's military recruitment work is basically on schedule, the source of citizens participating in the military service health examination is fully guaranteed.”
In order to successfully complete the target, ensuring both the quantity and quality of citizens joining the army, the Provincial Military Party Committee has issued a specialized resolution to lead the selection and call-up of citizens to join the army in 2026, in which it sets the goal of completing 100% of the assigned target, while improving the quality of citizens joining the army compared to the previous year. The province strives for the rate of citizens joining the army with college and university degrees to reach 11-15%, well implementing the Army's rear policy, not allowing negativity to occur during the selection process, and not arising cases of violations of the Law on Military Service.

The Provincial Military Command focuses on advising the Provincial Party Committee and the Provincial People's Committee to lead and direct the unified military recruitment work in the whole province. The selection work focuses on improving the quality at all stages, from health examination, verification of political standards, to selection of cultural level, to ensure that young people joining the army have good qualities and abilities, meeting the requirements of building a modern army. At the same time, inspection, supervision, application of information technology and promotion of the role and responsibility of Party committees, authorities and organizations at the grassroots level are strengthened.
Thanks to unified awareness and synchronous action, by the end of October 2025, 54/54 communes, wards and special zones in the province had completed the preliminary health screening for military service. With the leadership and direction of the Provincial Party Committee, the Provincial People's Committee and the close coordination of departments, branches and localities, we believe that Quang Ninh will successfully complete the military recruitment in 2026, ensuring enough targets, in accordance with the law and achieving high quality.
