The province, agencies, units and localities in the area have strengthened the synchronous implementation of many solutions to ensure forest fire prevention and control (PCCR) in order to proactively respond, protect forest resources and ensure safety for people.
Currently, the province has nearly 300,000 hectares of forest, including special-use forests, protective forests and production forests. Of these, 80% of the forest area is at high risk of fire, mainly forests planted with flammable trees such as pine, acacia, eucalyptus, bamboo and rattan. In addition, the province has over 60,000 hectares of forest with fallen trees due to the impact of Typhoon Yagi , also posing a very high risk of fire.
According to statistics from the Department of Agriculture and Environment, from the beginning of 2025 to now, the whole province has recorded 4 forest fires in the localities: Dong Trieu, Binh Lieu, Tien Yen with a total damaged forest area of nearly 49 hectares. In addition, the whole province also had 59 fire spots related to fallen trees after storms, burning of vegetation and areas after exploitation, with a total damaged area of up to more than 600 hectares. The main cause was determined to be that people burned vegetation to prepare for planting new forests, but could not control the fire, leading to widespread fires.
To be proactive in forest fire prevention and control, the Provincial People's Committee has issued many documents with strong instructions on forest protection and fire prevention and control; focusing on detailed instructions on methods of clearing materials at damaged forest sites, developing maps of key areas at high risk of fire and fire prevention and control plans; launching a peak plan for clearing vegetation after storms... In particular, in the face of the recent forest fire situation, violations of regulations on forest management and protection (especially for forest areas affected by storm No. 3) have become complicated, causing significant impacts on forest resources, environment and people's lives. Implementing Official Dispatch No. 36/CD-TTg dated April 13, 2025 of the Prime Minister, the Provincial People's Committee issued Directive No. 03/CT-UBND dated April 13, 2025. The Directive requires localities to strengthen forest management, protection and forest fire prevention and control; Strictly handle violations of the law on forest fire prevention and fighting; at the same time, promptly overcome the consequences and restore the burned forest area.
Following the direction of the Central Government, the province and localities proactively develop response plans according to the "4 on-site" motto. At the same time, tighten inspection and supervision in forest areas affected by natural disasters, strictly handle acts of intentional burning and illegal deforestation...
In Van Don district, the locality has over 42,300 hectares of forest land, including over 25,700 hectares of production forest, over 11,000 hectares of protective forest and over 5,500 hectares of special-use forest. Of which, 8,058 hectares of forest area were completely damaged, the remaining area was damaged by less than 70%. Up to now, the locality has carried out the clearance and repaired 80%. Fire prevention and control work has been seriously implemented by agencies and units in the area.
Mr. Dao Duy Tai, Head of Protection Management Department, Van Don Forestry One Member Co., Ltd., said: Due to the impact of storm No. 3, the unit has over 600 hectares of production forest damaged, and has only been able to handle over 400 hectares. To ensure fire prevention and control, in addition to speeding up the collection of fallen trees, the unit has coordinated with local authorities to disseminate information to residential areas about fire prevention and control, and increased the number of people participating in 24/7 fire prevention and control work. The company has equipped mobile forest fire warning signs to predict the weather around the area under its management. From there, it arranges for vigilance, proactively deploys people and means to promptly handle situations that arise.
Currently, 100% of forest owners in Van Don district have also signed a commitment not to burn vegetation in dry weather conditions to reduce the risk of forest fires in the upcoming forest planting season.
Ms. Le Thi Bay, the owner of a forest plantation in village 10/10, Van Yen commune, Van Don district, shared: My family is currently managing 36 hectares of acacia plantation. Of which, over 70% of the area was affected by Typhoon Yagi. After the storm, my family proactively took measures to recover, clean up, and clear the undergrowth to prepare for planting 136,000 new acacia trees. We fulfilled our commitment to the authorities on protection measures and fire prevention and control, proactively building a 5-15m firebreak depending on the location. During the process of burning the undergrowth, we also proactively reported to the authorities and implemented fire prevention and control regulations.
In Ha Long City, from December 15, 2024 to now, there have been 28 fires with an area of over 440 hectares. Local authorities, functional forces, people and forest owners have raised awareness and responsibility, strictly implemented fire prevention and control measures, and minimized the risk of forest fires.
Mr. Vu Duy Huynh, Vice Chairman of Dai Yen Ward People's Committee, Ha Long City, said: Due to the impact of Typhoon Yagi, the entire ward has 200 hectares of forest damaged and broken, currently there are about 20 hectares, mainly forests with State budget capital that have not been liquidated. Therefore, the potential risk of forest fires is very high when the weather has unusual developments. Currently, the ward government is continuing to implement solutions, review, count, assess the level of risk for the areas, and at the same time arrange forces to closely monitor. Along with that, strengthen propaganda and information to people and forest owners about forest fire prevention and control measures.
Not only focusing on fire prevention and control, Quang Ninh province has also proactively implemented solutions to restore forests after fires. In 2025, the province aims to plant nearly 32,000 hectares of new forests, including 2,724 hectares of protective forests and 29,123 hectares of production forests, 2.4 times higher than the 2024 forest planting target. This figure demonstrates the province's strong determination in developing and restoring forestry production after storms.
With the strong direction of the government and the active participation of functional forces and people, Quang Ninh has been making constant efforts to protect the green color of the forest, ensure safety for the community and move towards a sustainable development future.
