Day and night building shelters for the poor
Amidst the harsh early summer sun in the border area of Huong Lap, mountainous district of Huong Hoa ( Quang Tri ), border guards are still diligently mixing mortar, carrying bricks, and roofing. Not for their own barracks, but to complete charity houses for local people in time for the upcoming flood season.
Lieutenant Colonel Thai Anh Tu, Political Commissar of Huong Lap Border Guard Station, shared: "Implementing the program to eliminate temporary and dilapidated houses, the unit mobilized more than 300 working days to join hands to support the construction of 15 houses for households in difficult circumstances in the two communes of Huong Viet and Huong Lap. For Mr. Ho Van Rac's household, which is building here, the station directly called on agencies and units to support 70 million VND. At the same time, local businesses were mobilized to sponsor 140m3 of sand and gravel - worth about 50 million VND - to serve the construction. We determined that this is not only a task to support social security, but also a political responsibility and sentiment of border guards towards the people in the border area."
Standing in front of the house that is gradually taking shape after many years of living in a dilapidated shack, Mr. Ho Van Rac (A Xoc-Cha Ly village, Huong Lap commune) emotionally said: "I never thought that one day I would be able to live in a house as solid as this. Thank you to the border guards, thank you to the Party and the State for taking care of poor people like me."
Like the border district of Huong Hoa, the work of eliminating temporary and dilapidated houses in other localities in the province is being implemented synchronously and urgently. In Quang Tri town, the work of eliminating temporary and dilapidated houses for the poor and meritorious people has also been completed on schedule, reaching 100% of the plan.
In 2025, the entire town has 48 households in need of housing support, including 19 meritorious households and 29 poor and near-poor households. Thanks to the drastic participation of the Party Committee, the government and the consensus of the community, up to now, all 48 houses have been rebuilt and repaired before the deadline of June 30, 2025.
In addition, over the past 5 years, the "For the Poor" Fund at all levels in the town has mobilized nearly 8 billion VND, thereby building and repairing 55 houses, supporting 25 livelihood models and giving more than 3,000 gifts to disadvantaged households.
Thanks to these efforts, the poverty rate of the whole town has decreased steadily every year by 1-2%, by the end of 2024 it will be only 2.67%, contributing significantly to the locality's social security and sustainable poverty reduction goals.

Determined to finish early in June
In order to complete the program to eliminate temporary and dilapidated houses in the area before June 30, the People's Committee of Quang Tri province has decided to allocate more than 29 billion VND from the 5% savings source of regular expenditures of the State budget in 2024 to support localities in implementing the program.
At the Steering Committee meeting of the program at the end of May, Acting Chairman of the Provincial People's Committee Hoang Nam said: "The province has signed a decision to allocate more than 29 billion VND from regular spending savings to accelerate the implementation of the program to eliminate temporary and dilapidated houses. The goal is to not let anyone lack safe housing when the rainy and stormy season approaches."
Accordingly, 731 households in 6 districts including Dakrong, Huong Hoa, Vinh Linh, Gio Linh, Trieu Phong and Hai Lang will be supported in this period.
Huong Hoa district alone, the most disadvantaged district in the province, has 306 houses in need of new construction and repair with a cost of nearly 16.5 billion VND; Dakrong district has 135 houses in need of support, with a total cost of more than 4 billion VND.
Currently, the whole Quang Tri province still has 7,663 households in need of housing support (including 4,460 households for new construction and 3,203 households for repair), with a total funding need of over 414 billion VND. Up to this point, more than 5,000 houses have been newly built and repaired, demonstrating the high determination of all levels, sectors and functional forces in caring for people's lives.
Although there are still some difficulties related to land procedures, labor, materials..., the Program Steering Committee is actively directing departments, branches and localities to coordinate to resolve them to complete the project on schedule.
