According to the decision, the People's Committee of Vinh Dinh commune was assigned as the investor of this component project. The project's objective is to create a clean site, ensuring sufficient conditions for the construction of National Highway 15D through Vinh Dinh commune, thereby contributing to the completion of the overall objectives of the National Highway 15D project.
The project will carry out compensation, support site clearance, resettlement and cemetery infrastructure to serve the relocation of tombs (if any). The affected area is about 5,278 km, including sections from Km1+519.56 - Km4+267.75 and from Km5+315.71 - Km7+851.73; the total area requiring site clearance is about 14.8 ha.
The total investment of the project is over 55.9 billion VND, using capital from the central budget and the provincial budget (from the medium-term public investment source of the provincial budget for the period 2026 - 2030). Of which, the cost of compensation, support and resettlement is 50.22 billion VND. The project implementation period is from 2025 - 2026.

According to the People's Committee of Quang Tri province, the National Highway 15D construction investment project has been included by the Prime Minister in the road network planning for the 2021-2030 period, with a vision to 2050 in Decision No. 1454 dated September 1, 2021 and the planning of Quang Tri province for the 2021-2030 period, with a vision to 2050 in Decision No. 1737 dated December 29, 2023.
In phase 1, the National Highway 15D construction investment project from My Thuy Port to Cam Lo - La Son Expressway has a total investment of 1,940 billion VND. The Government has allocated 1,600 billion VND of central budget capital for the project in the 2025 plan from the increased budget revenue in 2024; the province's counterpart capital is 340 billion VND to serve the work of site clearance and resettlement. The project implementation progress in phase 1 is from 2025 to 2027.
The project has been approved by the People's Committee of Quang Tri province in investment policy in Decision No. 888 dated August 12, 2025, and approved the project in Decision No. 1818 dated October 3, 2025.
When completed, National Highway 15D will play an important role in regional connectivity between Quang Tri and Southern Laos, Thailand and the country's vertical axes; creating a strong driving force in exploiting the province's maritime economic, transportation and trade potential.
