On October 8, the Office of the People's Committee of Quang Tri province said that Chairman of the People's Committee Vo Van Hung had just signed a document to send to the Ministry of Industry and Trade requesting consideration and approval for the Quang Tri Thermal Power Plant to switch from coal to gas as fuel.
Specifically, the province requested permission to convert the Quang Tri Thermal Power Plant project to the Quang Tri LNG Power Plant project (converting the plant's technology from using coal fuel to using LNG gas fuel).
At the same time, 2 units with a total capacity of 1,320MW were increased to 2x750MW (1,500MW).
The province proposed to put the project into operation in the 2025 - 2030 period in the planning and implementation plan of Power Plan VIII.
Quang Tri province commits to implementing the project to ensure feasibility, meet the goals and tasks and commit to completing it before 2030. Therefore, it is recommended that the Ministry of Industry and Trade consider and submit to the Prime Minister for approval the policy of adjusting and supplementing the planning and implementation plan of the Power Plan VIII for the Quang Tri Thermal Power Plant project to have a basis for implementing the next steps.
Previously, in July 2024, during a working session with Quang Tri province, the Ministry of Industry and Trade supported the proposal of the People's Committee of Quang Tri province because this proposal was mainly related to converting input fuel for the project, the scale of adjusted capacity was not much.
The Ministry requested Quang Tri province to ensure the progress of putting the factory into operation before 2030, completely resolve legal issues with EGATi, and proactively seek capable investors to replace it.
The Quang Tri Thermal Power Plant Project was approved by the Prime Minister in the National Power Development Plan for the 2011-2020 period with a vision to 2030 in Decision No. 1208/QD-TTg dated July 21, 2011 (Power Plan VII).
In August 2013, the Prime Minister approved the project for the Thai Electricity Generating Authority International (EGATi) as the investor, with a total capital of over 55,000 billion VND.
However, in May 2023, EGATi sent a document to the Ministry of Industry and Trade officially informing them that it would not continue to implement the project due to difficulties in arranging capital and the commitment of the two governments to net zero emissions by 2050.
After EGATi withdrew from this project, Quang Tri asked to keep the project planning to find new investors.
