During the afternoon session on November 28th, the National Assembly dedicated time to a closed-door meeting to consider and decide on personnel matters.
Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed and voted to approve the Resolution electing members of the Standing Committee of the National Assembly and the Secretary General of the 15th National Assembly; and proceeded to vote to approve the National Assembly Resolution on ratifying the Prime Minister's proposal to appoint the Minister of Finance and the Minister of Transport .

Accordingly, Mr. Le Quang Tung, Secretary of the Quang Tri Provincial Party Committee, was elected to the position of Secretary General of the National Assembly. The National Assembly voted to approve the Resolution electing Mr. Le Quang Tung as a member of the Standing Committee of the National Assembly and Secretary General of the 15th National Assembly through electronic voting.
Results: 454 delegates participated in the vote (94.78% of the total number of delegates), 453 delegates voted in favor (94.57% of the total number of delegates), and 1 delegate abstained from voting (0.21% of the total number of National Assembly delegates).

Before voting on the resolution, the National Assembly heard reports on the results of discussions within the delegations and explanations, as well as responses to the opinions of National Assembly deputies regarding the proposed personnel for the election of the Secretary General of the National Assembly. The National Assembly discussed and voted to approve the list for the election of the Secretary General of the National Assembly using the electronic voting system.

On the afternoon of November 28th, the National Assembly approved the Prime Minister's proposal to appoint the Minister of Finance and the Minister of Transport for the 2021-2026 term. Accordingly, the National Assembly voted electronically to approve the Prime Minister's proposal to appoint Mr. Nguyen Van Thang and Mr. Tran Hong Minh as Ministers of Finance and Transport for the 2021-2026 term. The result showed 100% of the participating delegates voting in favor.

Thus, from November 28, 2024, Mr. Nguyen Van Thang became the next Minister of Finance after Mr. Ho Duc Phoc. At the same time, Mr. Tran Hong Minh, Secretary of the Cao Bang Provincial Party Committee, became the Minister of Transport.
Earlier, on the morning of November 25th, the Central Committee meeting discussed personnel matters for the Politburo to decide on the nominations to be approved by the 15th National Assembly for the positions of Minister of Finance and Minister of Transport.
On the afternoon of November 27, the Prime Minister submitted to the National Assembly a proposal to approve the dismissal of Mr. Ho Duc Phoc from the position of Minister of Finance and Mr. Nguyen Van Thang from the position of Minister of Transport.
On the morning of November 28, the National Assembly voted to approve the Prime Minister's proposal to dismiss Mr. Ho Duc Phoc and Mr. Nguyen Van Thang from their positions as Minister of Finance and Minister of Transport for the 2021-2026 term, with a high percentage of votes in favor.
Also on the afternoon of November 28, the National Assembly voted to approve the Resolution ratifying the proposal of the Chief Justice of the Supreme People's Court regarding the appointment of Mr. Nguyen Quoc Doan and Mr. Le Tien as Supreme People's Court Judges.
