The Resolution takes effect from July 1 and will be implemented for 5 years.
Remove the condition " 30 km away from work location"
The Resolution has many important changes regarding the conditions for purchasing and renting this type of housing.
Accordingly, based on the actual conditions of the locality, the provincial People's Committee shall specify in detail the cases of "owning a house but far from the workplace". This is a new point compared to the previous draft when it clearly stated that the distance "far from the workplace" is 30 km.
People who do not have a house, people who have a house but it is far from their workplace or have never received social housing support policies, will have the provincial People's Committee determine detailed criteria for approval.
This is to remove practical obstacles when many workers are working in urban areas or industrial zones but have houses in rural areas, not eligible because they already own houses in the same province.
In addition, the process of merging provincial administrative units also causes changes in the approval conditions. Before the merger, people may be eligible because they do not have housing in the project area. But after the administrative boundaries change, they are no longer suitable for the new approval scope.
The Resolution allows enterprises, cooperatives, cooperative unions, state agencies, political organizations, socio-political organizations and public service units to rent social housing to arrange accommodation for cadres, civil servants, public employees, workers and laborers. Manufacturing enterprises in industrial parks are entitled to rent accommodation in industrial parks to arrange accommodation for workers and laborers.
The cost of renting social housing for workers will be included in production and business expenses or regular career expenses. The Government emphasizes that this policy aims to support stable housing for people, especially those affected by the arrangement of administrative units according to the policy of the Politburo and the Secretariat.
Construction packages do not require open bidding.
Presenting to the National Assembly, Minister of Construction Tran Hong Minh said the Resolution aims to create strong incentive mechanisms to attract businesses to invest in social housing.
Accordingly, projects of this type will not have to go through bidding procedures to select investors or request approval of investment policies. The project will have designated investors, helping to shorten the time by about 200 days, equivalent to 70% of the current time.
In addition, the project is also exempted from the step of preparing, appraising and approving detailed planning tasks, saving about 65 more days. Construction packages are allowed to apply shortened bidding, without the need for open bidding.
Projects using sample or typical designs are exempted from construction permits. Investors are also allowed to build and approve the selling price and rental price of social housing themselves, without having to be appraised by a provincial professional agency. After completion and handover, the investor will conduct an audit, finalize the payment and send the documents to the professional agency for inspection.
To ensure that new policies are effectively implemented, the Resolution stipulates that the Government must supplement solutions to control, inspect, and evaluate the quality of social housing, while preventing the risk of loopholes, corruption, negativity, waste, or policy exploitation.
