Presenting the Report on the preparation for the Ninth Session, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung stated that after receiving and revising, at the Ninth Session, the National Assembly will consider and decide on 64 contents and groups of contents, including 3 resolutions on constitutional work; 49 laws and resolutions on legislative work; 12 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country.

At the same time, there are 8 groups of contents that agencies send reports to the National Assembly Deputies for study, as a basis for exercising the right to supervise and review the contents according to regulations.

Regarding the amendment and supplementation of a number of laws on military and national defense, the Office of the National Assembly proposes that the above project not be included in the tentative program of the 9th Session for the National Assembly to consider and approve at the preparatory session. However, it is recommended that the Government direct the Ministry of National Defense and relevant agencies to urgently review and complete the draft law dossier as required, send it to the National Assembly Committees for examination, report to the National Assembly Standing Committee for consideration and comments; if qualified, it will be reported to the National Assembly for adjustment and supplementation to the Program of the 2nd Session.

Regarding the draft Resolution of the National Assembly on training in specific professional fields and occupations in the field of art, the Office of the National Assembly proposes not to include this content in the proposed agenda of the Session.

Regarding the two contents of the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project and the draft Resolution of the National Assembly on piloting special mechanisms and policies for the development of Van Don Economic Zone, Quang Ninh province, the National Assembly Office said there is no basis to add them to the proposed agenda of the Session.

Regarding the proposed agenda of the Session, the total working time of the National Assembly is expected to be 37 days and some weekends will be arranged; opening on the morning of May 5, closing on the afternoon of June 28 and organized in 2 phases. Of which, phase 1 is from May 5 to 29; phase 2 is from June 11 to June 28.

Regarding the preparation of content and documents for the Session, as of April 28, most of the contents planned for the Session's agenda have been commented on; there are only 5 contents planned for the agenda but there are no records yet, and the National Assembly Standing Committee has not commented on them.

In addition, some contents need to be further improved based on the opinions of the National Assembly Standing Committee; the Government is directing agencies to continue reviewing other contents to submit to the National Assembly at this Session.

Regarding other assurance work, the Secretary General of the National Assembly and the Office of the National Assembly have proactively coordinated closely with relevant agencies to thoroughly prepare conditions for facilities, technology, security, safety, healthcare, reception, logistics, disease prevention and control, etc. Up to this point, the preparation work has basically been completed to be ready to serve the Session.

The majority of members of the National Assembly Standing Committee basically agreed with the Report on preparations for the 9th Session of the 15th National Assembly; they said that this is the Session with the largest legislative workload ever of the National Assembly.

Some opinions agree on prioritizing discussion in the first round for most of the draft laws submitted to the National Assembly for approval to have time to absorb, revise, and submit to the National Assembly for voting in the second round of the Session.

However, Vice Chairman of the National Assembly Nguyen Duc Hai pointed out that there are still some draft laws that do not have enough documents, so he requested the Government to urgently complete the reports to send to National Assembly deputies and submit to the National Assembly for consideration and decision.

Concluding the discussion, National Assembly Chairman Tran Thanh Man suggested that the National Assembly Office coordinate with the Government Office, ministries, branches and agencies to prepare all conditions to ensure the successful organization of the Ninth Session.

The National Assembly Chairman agreed that at the Ninth Session, 13 contents will be added and 4 contents will be removed from the proposed program; at the same time, the draft Resolution of the National Assembly on training in specific professional fields and occupations in the field of arts and the draft Resolution of the National Assembly on piloting specific mechanisms and policies for the development of Van Don Economic Zone, Quang Ninh province will not be added.

Regarding the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project and the amendment and supplementation of a number of laws on military and national defense, it will be included in the Meeting Agenda.

Regarding other related contents, the National Assembly Chairman suggested that the Government require Ministers to proactively review and be responsible from beginning to end in the stages of reception and explanation in accordance with the provisions of the Law on Promulgation of Legal Documents.

Emphasizing that this is the final stage, the Ministries need to review each chapter, article, and clause of the laws, the National Assembly Chairman stated that if there are still difficulties, problems, or different opinions, the National Assembly Standing Committee is ready to work overtime to resolve them.

About the application of information technology National Assembly App 2.0 At the Session, the National Assembly Chairman suggested that if it is in time, it will be put into operation immediately at the Ninth Session. If not, the National Assembly App 1.0 software will be applied.
