Regulations on organization and operation of the Steering Committee for overcoming the consequences of bombs, mines and toxic chemicals after the war

This Regulation stipulates the principles of organization and operation, working regime, responsibilities, and working relationships of members of the National Steering Committee for overcoming the consequences of post-war bombs, mines, and toxic chemicals in Vietnam, which are completed according to Decision No. 728/QD-TTg dated April 8, 2025 of the Prime Minister (Steering Committee).

Principles of organization and operation of the Steering Committee

According to the Regulations, the Steering Committee has the duties and powers specified in Article 2, Decision No. 728/QD-TTg dated April 8, 2025 of the Prime Minister on the consolidation of the National Steering Committee for overcoming the consequences of post-war bombs, mines and toxic chemicals in Vietnam.

The Steering Committee operates according to the principle of centralized unity, promoting the personal responsibility of the head; members of the Steering Committee are responsible for the assigned work; the Head or the person authorized by the Head decides on matters of the Steering Committee; ensuring close coordination, unity in direction, management and information exchange to resolve work according to the functions, tasks and powers of member agencies as prescribed by law.

The Head, Deputy Heads and members of the Steering Committee work part-time, fully performing the specific tasks prescribed in this Regulation, in accordance with the order and procedures prescribed by law.

The Head of the Steering Committee authorizes the Deputy Head of the Steering Committee to handle specific issues within the assigned field.

Steering Committee members are responsible for fully participating in the activities of the Steering Committee; performing and being responsible to the Head of the Steering Committee for assigned tasks. The opinions of Steering Committee members are the official opinions of the agency or organization where they work.

Responsibilities and powers of the Head of the Steering Committee

The regulations clearly state the responsibilities and powers of the Head of the Steering Committee.

Accordingly, the Head of the Steering Committee decides and is responsible to the Government for all activities of the Steering Committee according to the functions, tasks and powers of the Steering Committee issued in Decision No. 728/QD-TTg of the Prime Minister; directs and manages the general activities of the Steering Committee, assigns tasks to members of the Steering Committee; convenes and chairs regular and ad hoc meetings of the Steering Committee.

Directing, inspecting and urging relevant ministries, branches, localities, organizations and individuals to implement policies, mechanisms and policies to overcome the consequences of post-war bombs, mines and toxic chemicals in Vietnam; proposing to supplement, amend or develop new mechanisms, policies and implementation solutions; authorizing the Standing Deputy Head or other Deputy Heads of the Steering Committee to handle tasks under the authority of the Head when necessary and deciding to supplement and amend the Working Regulations of the Steering Committee; supplementing and replacing members of the Steering Committee when necessary.

Standing Agency

The Standing Body of the Steering Committee is responsible for organizing research, advising, and proposing to the Head of the Steering Committee directions, tasks, and solutions to direct the resolution of important, interdisciplinary issues, solutions for developing science, technology, innovation, and solutions to mobilize domestic and foreign resources to quickly overcome the consequences of post-war bombs, mines, and toxic chemicals in Vietnam.

Monitor, inspect and urge ministries, branches and People's Committees of provinces and centrally-run cities in organizing the implementation of inter-sectoral issues on overcoming the consequences of post-war bombs, mines and toxic chemicals.

Act as a synthesis agency, coordinating work between members of the Steering Committee and relevant ministries, branches and localities; organize the preparation of regular and ad hoc reports on the work of overcoming the consequences of bombs, mines and toxic chemicals after the war in Vietnam; organize preliminary and final reviews and assessments of the results of the work of overcoming the consequences of bombs, mines and toxic chemicals after the war in Vietnam.

* According to Decision No. 35/QD-BCĐKPBMHH on the establishment of the Standing Office of the National Steering Committee for overcoming the consequences of post-war bombs, mines and toxic chemicals in Vietnam, the Head of the Standing Office is the Deputy Minister of National Defense, a permanent member of the Steering Committee.

The Deputy Heads of the Standing Agency include members of the Steering Committee: Deputy Minister of Health; Deputy Minister of Agriculture and Environment; Deputy Minister of Finance; Deputy Chief of the General Staff of the Vietnam People's Army; Deputy Director of the General Department of Politics of the Vietnam People's Army.

The members of the Standing Committee in the Army include: Director of the Department of Military Science/Ministry of National Defense (Permanent Member); Commander of the Engineering Corps/Ministry of National Defense; Commander of the Chemical Corps/Ministry of National Defense; Head of the Finance Department/Ministry of National Defense; Head of the Foreign Affairs Department/Ministry of National Defense; Head of the Propaganda Department/General Department of Politics; Head of the Department of Military Security Protection/General Department of Politics; Head of the Department of Social Policy/General Department of Politics; Head of the Department of Operations/General Staff.

The members of the Standing Committee outside the Army are leaders of departments and divisions of the following agencies: Government Office; Ministry of Agriculture and Environment; Ministry of Health; Ministry of Finance; Ministry of Public Security.

The Secretary of the Permanent Office is an officer of the Ministry of National Defense Office.

The Office of the Standing Agency of the Steering Committee is located at the Department of Military Science/Ministry of National Defense and is established by decision of the Head of the Standing Agency of the Steering Committee. The Deputy Head of the Department of Military Science concurrently serves as the Chief of the Office of the Standing Agency.
