Technical regulations on motorbike and car emissions will have a big impact on people.

On June 6, the Department of Environment, Ministry of Agriculture and Rural Development held a consultation meeting on the draft National Technical Regulation on emissions from automobiles, motorbikes and motorbikes and the roadmap for application.

Great impact on society

Deputy Director of the Department of Environment Le Hoai Nam said that in recent times, the Ministry of Agriculture and Environment has coordinated with relevant agencies to implement many solutions to complete legal documents and policies to better control sources of emissions causing air pollution in Vietnam. Among them, there are emissions from vehicles participating in road traffic.

According to Mr. Nam, the emission standards for automobiles are being implemented according to Decision No. 16/2019 of the Prime Minister . However, to continue to strengthen the control of emissions from this vehicle, the Ministry of Agriculture and Environment has applied new standards to replace Decision 16 with the goal of more closely controlling localities facing severe air pollution.

According to Mr. Le Hoai Nam, Vietnam has a large number of motorbikes and scooters with 70 million vehicles, which is a large source of emissions, causing air pollution and affecting public health. Implementing the Law on Road Traffic Order and Safety 2024 approved by the National Assembly , the Ministry of Agriculture and Environment has deployed a roadmap to apply standards for motorbikes and scooters and solicited opinions.

“The emission standards for motorbikes and scooters are a policy that contributes to controlling emissions from the large number of vehicles circulating in Vietnam. This is a policy that, when implemented, will have a wide impact because motorbikes and scooters are essential vehicles for most Vietnamese families. Therefore, it needs to be carefully considered when promulgating and implementing it,” Mr. Nam shared.

Need to be clearly defined

Concerned about the draft national technical regulations on automobile emissions, a representative of the Department of Agriculture and Environment of Ho Chi Minh City stated: “Agreeing with the draft, however, when implemented, it may cause difficulties for localities in controlling vehicles registered in Ho Chi Minh City and other localities when traveling to Ho Chi Minh City. Because according to the draft, localities have different requirements for vehicles. In addition, regarding the handling of vehicles that do not meet the standards, there should be regulations clarifying the handling direction.”

Meanwhile, a representative of the Department of Agriculture and Environment of Binh Duong province suggested: When promulgating emission standards, it is necessary to clearly stipulate the conditions for determining whether or not a vehicle in circulation meets the standards. Because there are cases where the inspection passed but during use, it did not.

Deputy Director of Vietnam Register, Ministry of Construction Nguyen To An:

Emission standards for cars, motorbikes and scooters will have a huge social impact. If issued unreasonably, they will cause social disruption, especially for the motorbike and scooter group.

To inspect motorbikes and scooters as required, there must be over 5,000 facilities to meet the current number of vehicles. Meanwhile, there is not a single motorbike emission inspection facility in the whole country. If we do not calculate carefully, when we cannot implement it, it will greatly affect the people, especially those with low incomes.
