The Ministry of National Defense has just issued Circular 90/2025/TT-BQP guiding the implementation of compulsory social insurance for soldiers and people working in key positions receiving salaries like soldiers.

According to the circular, subjects participating in compulsory social insurance in the Ministry of National Defense include officers, professional soldiers; people working in cryptography receiving salaries like soldiers; non-commissioned officers, soldiers; military and cryptography students currently studying are entitled to living expenses.
People in these categories, while studying, working, researching, or nursing abroad, will still receive salary, military rank allowance, or living expenses, and will continue to pay and enjoy social insurance benefits.
Employees who have paid compulsory social insurance for 15 years or more, when retiring, will receive pension according to the Social Insurance Law and Decree 157/2025. The retirement age is applied according to the roadmap specified in the two appendices attached to the circular.
In case of working in a heavy, toxic, dangerous job or working in a particularly difficult area (with a regional allowance coefficient of 0.7 or higher before January 1, 2021), this time, including time off for treatment due to work-related accidents, occupational diseases or maternity leave, will be accumulated to consider pension entitlement.
On the contrary, the time spent studying or working but not doing heavy or hazardous work or not living in a particularly difficult area will not be counted, even if there is a maximum of 6 months of social insurance contributions remaining. At that time, the employee can make a one-time payment to qualify for a pension.
Military rank at the time of retirement is the basis for determining the maximum age limit for active service to calculate pension eligibility. The Circular takes effect from October 2, 2025.
