New regulations on extra teaching and learning from July 1 in Nghe An

(Dan Tri) - The new regulation of Nghe An Provincial People's Committee emphasizes the principle of voluntariness, parental consent and strictly prohibits any act of forcing students to participate in extra classes.

The People's Committee of Nghe An province has decided to issue new regulations on extra teaching and learning in the province, effective from July 1, replacing regulations applied since 2013.

Under the new regulations, extra teaching and learning activities can only be organized when there is a real need, based on students' voluntary registration and with the consent of their parents. In particular, schools and individuals organizing extra teaching are strictly prohibited from using any form of coercion to force students to participate.

For extra tutoring activities in schools, the regulation clearly states that no fees are allowed and only applies to specific cases such as students who have not met the subject requirements in the most recent semester; students selected for training as excellent students and final year students registering for entrance and graduation exams.

The school is responsible for organizing for students in the above categories to write registration applications for each subject and grade.

Each tutoring class must not exceed 45 students, with a maximum duration of 2 periods/week/subject. Regulations also prohibit tutoring hours from being arranged between regular school schedules and from being taught before the official curriculum.

The tutoring plan must be made public on the website or posted at the school. Teachers currently teaching at the school are not allowed to tutor students in their class for money.

In addition, public school teachers are not allowed to participate in the management and operation of extra-curricular teaching activities outside of school, but can participate in teaching if they meet the requirements.

For extra-curricular teaching and learning activities outside of school, only legally registered establishments are allowed to do so. All information about subjects, duration, time, location, list of teachers and tuition fees must be made public and transparent before enrollment.

Extracurricular tutors must ensure good moral qualities and professional competence appropriate to the subject taught.

One notable point is the regulation prohibiting the organization of extra classes for primary school students, except for classes in arts, sports or life skills training.

When organizing extra classes, private continuingeducation centers must strictly comply with Decree 125/2024/ND-CP dated October 5, 2024 of the Government, including requirements on facilities, staff, curriculum, learning materials and transparent operating regulations.

Notably, the People's Committee of Nghe An province also encourages the application of artificial intelligence (AI), project-based learning and problem-solving learning in tutoring activities. The goal is to promote students' initiative and creativity, contributing to the development of digital human resources.

Regarding funding, extra-curricular activities in schools will be paid for from the state budget and other legal sources. For extra-curricular activities outside of schools, the fee will be agreed upon by parents and the tutoring facility. The collection, management and use of tuition fees must strictly comply with regulations on finance, accounting, tax and other relevant regulations.
