New regulations on specialized inspection activities

On August 5, the Government issued Decree 217/2025/ND-CP regulating specialized inspection activities.

Accordingly, the heads of units under ministries and ministerial-level agencies have the authority to conduct inter-sectoral inspections of organizations and individuals within the scope of their assigned authority and authorization. The heads of departments and equivalent units under ministries and ministerial-level agencies have the authority to conduct specialized inspections of organizations and individuals within the scope of their assigned management . The Chairmen of People's Committees at all levels have the authority to conduct specialized inspections of organizations and individuals within the scope of state management of the People's Committees at the same level.

Heads of specialized agencies under People's Committees at all levels have the authority to conduct specialized inspections of organizations and individuals within their assigned scope of consulting and assisting People's Committees at the same level in state management. Branch heads and equivalents of specialized agencies under People's Committees of provinces and cities have the authority to conduct specialized inspections of organizations and individuals within their assigned management scope.

The Decree stipulates that ministers, heads of ministerial-level agencies, and chairmen of people's committees at all levels direct, guide, organize, and implement specialized inspection activities within their management scope; direct and coordinate the handling of overlaps and duplications between specialized inspection activities and inspection activities as prescribed in Clause 2, Article 58 of the Law on Inspection ; coordinate the handling of overlaps and duplications with specialized inspection activities of other agencies according to the principle of exchange for consensus. Decree 217/2025/ND-CP takes effect from the date of signing.
