Training on state management in the field of science and technology

The conference was connected online to 34 provinces, cities, communes, wards and special zones across the country.

During the 1-day conference, delegates were introduced to and studied the following topics: Overview of decentralization and delegation of authority in areas under the state management authority of the Ministry of Science and Technology ; decentralization and delegation of authority in the fields of quality measurement standards, intellectual property, nuclear radiation safety, radio frequencies, post and telecommunications.

The reporters clearly analyzed the mechanisms, powers and responsibilities between the Central and local levels, shared implementation experiences in each field, helping delegates fully grasp the practice of decentralization and delegation of power in the fields under the management authority of the Ministry of Science and Technology.

The decentralization and delegation of power in the management field of the Ministry of Science and Technology is considered a step to concretize the policy, arrange and streamline the state apparatus, and promote the operational efficiency of the two-level government model.

At the conference, leaders of departments, divisions and units under the Ministry of Science and Technology directly discussed and answered local recommendations on the implementation of decentralized tasks, delegation of authority, coordination methods and inspection and supervision mechanisms to unify understanding and implementation, facilitating implementation at the grassroots level.
