Regulations on consultant salaries as a basis for determining bid package prices

(Chinhphu.vn) - The Ministry of Home Affairs has issued Circular 004/2025/TT-BNV regulating the salary of domestic consultants as a basis for determining the price of bidding packages.

The Ministry of Home Affairs has prescribed the salary of domestic consultants as the basis for determining the bid package price.

This Circular stipulates the salary of domestic consultants (consultants) as a basis for preparing, appraising and approving the budget for bidding packages under investment projects, budgets for purchasing, providing products, public services, purchasing drugs, chemicals, testing materials, medical equipment, purchasing national reserve goods, hiring storage of national reserve goods, bidding packages for equipment of technical facilities, machinery, equipment to support science and technology or other works that must be organized for bidding according to the provisions of Clause 1, Clause 2 and Clause 3, Article 2 of the Law on Bidding.

Consultant salary

According to the Circular, the monthly salary applicable to consultants with a full working period of 26 days is stipulated as follows:

- Level 1 , not exceeding VND 70,000,000/month for one of the following cases: consultant with a university degree, with specialized training appropriate to the consulting major and 15 years or more of experience in the consulting major; or consultant with a master's degree or higher, with specialized training appropriate to the consulting major and 8 years or more of experience in the consulting major; or consultant holding the position of Consulting Team Leader or presiding over the organization and operation of the consulting package.

- Level 2 , not exceeding VND 55,000,000/month for one of the following cases: consultant with a university degree, with specialized training appropriate to the consulting major and from 10 to less than 15 years of experience in the consulting major; or consultant with a master's degree or higher, with specialized training appropriate to the consulting major and from 5 to less than 8 years of experience in the consulting major; or consultant taking on the position of head of the implementation of one or several items of the consulting package.

- Level 3 , not exceeding 40,000,000 VND/month for one of the following cases: consultants with a university degree, with specialized training appropriate to the consulting field and with 5 to less than 10 years of experience in the consulting field; or consultants with a master's degree or higher and with 3 to less than 5 years of experience in the consulting field.

- Level 4 , not exceeding 30,000,000 VND/month for one of the following cases: consultants with a university degree, with specialized training appropriate to the consulting major and with less than 5 years of experience in the consulting major; or consultants with a master's degree or higher, with specialized training appropriate to the consulting major and with less than 3 years of experience in the consulting major.

According to the Circular, for large-scale projects and works with complex techniques, using modern technology requiring consultants with special technical expertise, limited labor supply capacity of the labor market or difficult working conditions, in remote areas where the investor or the inviting party finds it necessary to apply a higher salary for consultants than the above salary, the investor or inviting party shall determine and report to the competent authority for consideration and decision on a higher salary for consultants, but not exceeding 1.5 times the monthly salary corresponding to the standards and conditions specified above.

Weekly, daily, hourly wages

The weekly salary applicable to consultants working 6 full working days is determined based on the prescribed monthly salary multiplied by 12 months, divided by 52 weeks.

The daily wage applicable to consultants working 8 hours is determined based on the monthly wage specified above divided by 26 days.

The hourly wage applicable to consultants working less than 8 hours is determined based on the monthly wage specified above divided by 26 days and divided by 8 hours.

The Circular clearly states that the salary for consulting experts specified above is the maximum level, including salaries for holidays, Tet holidays, paid leave days according to the provisions of the Labor Code, costs of social insurance, health insurance, unemployment insurance and personal income tax under the responsibility of the employee according to the provisions of current laws on social insurance, health insurance, unemployment insurance and personal income tax; not including costs of social insurance, health insurance, unemployment insurance under the responsibility of the employer according to the provisions of current laws on social insurance, health insurance, unemployment insurance and management costs of the unit managing and using the expert (if any), travel costs, surveys, office rental, communication and other costs to ensure the consulting expert performs the task.

This Circular takes effect from July 1, 2025. Circular No. 02/2015/TT-BLDTBXH dated January 12, 2015 of the Minister of Labor, War Invalids and Social Affairs stipulating salary levels for domestic consultants as a basis for estimating consulting service packages applying the form of contracts according to the time of using state capital ceases to be effective from the effective date of this Circular.
