Road rest stops are works belonging to the road traffic infrastructure, built on expressways, national highways or provincial roads to provide services for people and vehicles participating in traffic. The system of rest stops must comply with the Road Traffic Infrastructure Planning approved by the competent authority.
According to the new standards, roadside rest stops are divided into 4 types and the required construction items must have: Minimum area is 10,000 m2, 5,000 m2, 3,000 m2 and 1,000 m2, in which the parking area is regulated to have a minimum area for parking, accounting for 50% of the minimum area of the station. These rest stops must have an area for vehicle inspection, maintenance and repair; fuel station; toilet area, temporary resting room for drivers, information station, rescue room, first aid for traffic accidents, etc.
The minimum area for a parking space for passenger cars and trucks is 40 m2 and for cars is 25 m2. There are painted lines to clearly define each parking space. There is a separate parking space for the disabled with a minimum area of 25 m2 according to QCVN 07:2010/BXD. The traffic route in the rest stop must have signs, road markings; have a suitable turning radius (but the minimum radius is not less than 10 m calculated from the centerline of the road) as prescribed in QCVN 07:2010/BXD to ensure the safe movement of all types of vehicles in the rest stop area.
Circular 09/2024/TT-BGTVT adds a number of new points such as: Adding areas for installing electric charging posts, electric charging equipment; transformer stations, backup power stations... In addition, Circular 09 also amends the regulations on the connection point of the road leading to and from the rest stop to the road must be implemented according to the provisions of Circular No. 50/2015/TT-BGTVT dated September 23, 2015 on guiding the implementation of a number of articles of Decree No. 11/2010/ND-GP dated February 24, 2010 of the Government regulating the management and protection of road traffic infrastructure.
This Circular takes effect from October 5, 2024. Rest stops that have been announced to be put into operation before the effective date of this Circular must complete the repair and upgrade of construction items to ensure that they meet the requirements of this Regulation before January 1, 2027.
