Tuy Hoa airport is planned to have a capacity of 3 million passengers/year by 2030.

The Civil Aviation Authority of Vietnam has just submitted a document requesting the Ministry of Construction to appraise and approve the planning of Tuy Hoa Airport for the 2021-2030 period, with a vision to 2050.

According to the proposal of the State management agency specializing in aviation, Tuy Hoa Airport is located in Quarter 4, Phu Yen Ward, Dak Lak Province; has the position and function in the national civil aviation network as a domestic airport; the nature of use is an airport for shared civil and defense use.

During the period 2021-2030, Tuy Hoa Airport will have a 4C airport level; capacity of 3 million passengers/year; operating aircraft types are A320, A321, B737 and equivalent along with other specialized aircraft types code B; landing approach method is runway 03L/21R: simple approach at both ends of the runway.

Vision to 2050, Tuy Hoa Airport will have a 4C airport level; capacity of 5 million passengers/year; operating aircraft types: A320, A321, B737 and equivalent aircraft along with other specialized aircraft types code B; landing approach method for runway 03L/21R is simple approach at the beginning of 03L and CAT I at the beginning of 21R, for runway 03R/21L is simple approach at the beginning of 03R and CAT I at the beginning of 21L.

Runway system, in the period up to 2050, Tuy Hoa Airport is planned with runway 03R-21L to the Southeast and about 304.8 m from the center of runway 03L-21R; planned runway width is 3.5 m and runway leveling strip is from 75 m to 105 m wide.

For the civil aviation aircraft parking system, in the period 2021 - 2030, Tuy Hoa Airport is planned to expand the aircraft parking area to the North and South of the existing parking area to meet the needs of 3 million passengers/year with a minimum number of aircraft parking positions of 11 Code C positions and 3 Code B positions.

Vision to 2050, Tuy Hoa Airport continues to expand the parking lot to the Northwest of the existing parking lot to meet the needs of 5 million passengers/year with a minimum number of aircraft parking positions of 18 Code C positions and 8 Code B positions.

Regarding the passenger terminal, in the period 2021 - 2030, Tuy Hoa Airport is planning a new passenger terminal T2 to meet the capacity of 3 million passengers/year, on land lot number 22 (southwest of the existing terminal T1) on an area of about 20,400 m2.

Vision to 2050, planning to expand the passenger terminal to the Northeast of Terminal T2 (on the area of Terminal T1), meeting the capacity of 5 million passengers/year, the expanded area is about 12,000 m2.
Regarding the cargo terminal, during the period 2021 - 2030, Tuy Hoa Airport will temporarily use part of the existing T1 passenger terminal as a cargo terminal when needed.

With a vision to 2050, Tuy Hoa Airport is planned at a new location to the Northeast and adjacent to Terminal T1 at lot number 23, on an area of about 26,160 m2 including a cargo terminal adjacent to the aircraft parking lot, a yard and a cargo warehouse located behind the cargo terminal (Southeast) and directly connected to the traffic route to serve the delivery of goods quickly and conveniently, meeting the minimum exploitation demand of 3,500 tons/year.

It is estimated that the land use demand of the entire Tuy Hoa Airport in the period of 2021 - 2030, with a vision to 2050, is about 691.11 hectares, of which the land area managed by civil aviation is about 30.51 hectares; the land area managed by the military is about 339.91 hectares; and the land area for common use is about 320.69 hectares.

According to the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023, the operating capacity of Tuy Hoa Airport is expected to reach 3 million passengers/year by 2030 and 5 million passengers/year by 2050.

Therefore, it is necessary to review and develop the Tuy Hoa Airport Planning for the period 2021 - 2030, with a vision to 2050, to ensure compliance with the orientation in Decision No. 648.

Previously, the planning of Tuy Hoa Airport for the period up to 2015, with a vision to 2025, was approved by the Ministry of Transport in Decision No. 4123/QD-BGTVT dated December 27, 2007, with a capacity scale by 2025 that can receive 4 planes/peak hour, serving 460 passengers/peak hour, equivalent to 300,000 passengers/year and 2,000 tons of cargo/year.

However, according to 2024 exploitation data, passenger output at Tuy Hoa Airport has reached 432,219 passengers/year, far exceeding the approved capacity target until 2025.

Thus, the planning period according to Decision No. 4123/QD-BGTVT dated December 27, 2007 has now expired; the planning content no longer meets actual exploitation needs.

In addition, the residential area around the airport is growing rapidly, requiring the determination of boundaries and strict management of airport land, ensuring harmony between socio-economic development and security and defense requirements.

“For the above reasons, planning Tuy Hoa Airport is very necessary and urgent, in order to synchronize with the Master Plan for the development of the airport system in the period of 2021 - 2030, with a vision to 2050, while meeting the requirements of socio-economic development, national security and defense and growth of the aviation industry,” the leader of the Civil Aviation Authority of Vietnam analyzed.
