On December 6, 2023, the Minister of National Defense issued Circular 105/2023/TT-BQP stipulating health standards and health examinations for subjects under the management of the Ministry of National Defense.
1. What is a military medical examination?
According to Clause 2, Article 3 of Circular 105/2023/TT-BQP, military service health examination is the examination, classification, and conclusion of health for citizens called to perform military service by the Military Service Health Examination Council after preliminary health screening.
2. Contents of military service health examination from January 1, 2024
The content of military service health examination according to Clause 5, Article 6 of Circular 105/2023/TT-BQP is as follows:
- Physical examination; clinical examination according to specialties: Eyes, ear, nose and throat, maxillofacial, internal medicine, neurology, psychiatry, surgery, dermatology, obstetrics and gynecology (for women);
- Paraclinical examination: Blood count; blood type (ABO); liver function (AST, ALT); kidney function (Urea, Creatinine); blood sugar; hepatitis B virus (HBsAg); hepatitis C virus (Anti-HCV); HTV; complete urine (10 parameters); general abdominal ultrasound; electrocardiogram; chest X-ray; urine test for drugs. The Council Chairman will prescribe other tests according to professional requirements to conclude health accurately.
3. Military service medical examination process from January 1, 2024
The procedure for military service medical examination according to Clause 6, Article 6 of Circular 105/2023/TT-BQP is as follows:
- Make a list of citizens for medical examination;
- Notify the time and location of the health examination (Order to call for health examination);
- Organize health check-ups according to the contents specified in Clause 5, Article 6 of Circular 105/2023/TT-BQP and carry out in 2 rounds: Physical examination, clinical examination and paraclinical examination, HIV and drug screening.
During the physical and clinical examination, if a citizen does not meet one of the health standards specified in Clause 1, Article 4 of Circular 105/2023/TT-BQP, the Council member directly conducting the examination shall report to the Council Chairman to decide to stop the examination.
Only conduct blood and urine tests; HIV and drug tests for citizens who meet health standards after physical examination, clinical examination, ultrasound, electrocardiogram, and chest X-ray.
Organize HIV counseling and testing according to the law on HIV/AIDS prevention and control for cases that meet health standards;
- Complete the Military Service Health Form according to Form 3 Appendix V issued with Circular 105/2023/TT-BQP;
- Synthesize and report the results of military service health examination according to Form 2b Appendix VI issued with Circular 105/2023/TT-BQP.
4. Military service medical examination time from January 1, 2024
According to Clause 7, Article 6 of Circular 105/2023/TT-BQP, the time for military service health examination is from November 1 to December 31 every year. The Ministry of National Defense adjusts the time when necessary.
5. Duties of the Military Service Medical Examination Council
The tasks of the Military Service Medical Examination Council according to Clause 2, Article 6 of Circular 105/2023/TT-BQP are as follows:
- Responsible to the District Military Service Council for implementing health examinations, classifying and concluding health for each citizen called for military service;
- Synthesize and report the results of health examinations to the District Military Service Council and the Department of Health of the province or centrally-run city (hereinafter referred to as the Provincial Department of Health); hand over all health records to the District Military Service Council (through the health agency at the same level).
6. Duties of members of the Military Service Medical Examination Council
The duties of members of the Military Service Medical Examination Council according to Clause 3, Article 6 of Circular 105/2023/TT-BQP are as follows:
- The Chairman of the Council is responsible to the District Military Service Council for the conclusion on the health of citizens eligible to be called up for military service; and directs the activities of the Council, including:
+ Develop and disseminate health examination plans;
+ Guidance on regulations on health standards;
+ Responsibilities, tasks, working principles and assignment of tasks to each member of the Council;
+ Organize consultations and send citizens undergoing medical examinations to perform military service to medical facilities if necessary;
+ Directly classify health and sign military service health certificate;
+ Organize experience sharing on military service health examination.
The Chairman of the Council is allowed to use the seal of the agency or unit he works for during the performance of his duties;
- The Vice Chairman of the Council replaces the Chairman of the Council when absent; participates in health examinations, consultations and chairs Council meetings when authorized;
- The Standing Member, concurrently the Secretary of the Council, is responsible for making estimates, synthesizing and settling expenses, medicines, and consumables for military service health examinations; presiding over and coordinating with the Council members to prepare means, facilities, equipment, support forces, health records and documents for the Council to perform its tasks; participating in health examinations, consultations, and Council meetings; registering, compiling and reporting statistics according to Form 2b and Form 21 of Appendix VI issued with Circular 105/2023/TT-BQP;
- Council members directly examine and are responsible for the quality of health examinations and conclusions according to assigned tasks; propose to the Council chairman to prescribe tests according to professional requirements to make accurate health conclusions; participate in consultations and Council meetings when summoned.
