Resolutely prevent smuggled and counterfeit goods

Faced with the situation of counterfeit, fake and unknown origin goods still infiltrating the market, Quang Ninh province is implementing many synchronous and drastic measures to prevent this situation to protect consumer rights and maintain a healthy business environment. Reporters from the Quang Ninh Provincial Media Center had an interview with Mr. Le Hong Giang, Deputy Director of the Department of Industry and Trade, to clarify this issue.

- In the context of increasingly complex and sophisticated acts of commercial fraud, counterfeit goods, and goods of unknown origin, what solutions has the Industry and Trade sector taken to prevent this situation, sir?

+ In the face of the complicated situation of smuggling, trade fraud and production and trading of counterfeit goods, the Quang Ninh Industry and Trade sector has proactively and synchronously deployed many drastic and effective solutions. In particular, the focus is on organizing the strict implementation of the Central and provincial directives. Based on the tasks and management areas, the Department of Industry and Trade has directed specialized departments and the Market Management Department (QLTT) to urgently specify and deploy directive documents in the work of inspection and control of the area.

Direct the provincial Market Management force to coordinate with functional forces of Border Guard, Customs, Police... to deploy peak periods of market inspection and control at key routes and locations such as: Mong Cai, Hai Ha, Binh Lieu, Cam Pha, Ha Long... Strengthen the implementation of surprise inspections of production and business establishments with signs of violations, focusing on essential goods and goods affecting consumers' health such as: Food, cosmetics, medicines, gasoline, fertilizers, electronics...

At the same time, simultaneously deploy propaganda and dissemination of laws, especially at the grassroots level, to help people and businesses clearly understand the harmful effects of counterfeit and poor quality goods; guide business organizations and individuals to sign a commitment not to trade in smuggled goods or goods of unknown origin; apply technology in management work, through local management software, digital databases, receive feedback via social networks, mobile applications, and hotlines for timely and effective monitoring.

- Could you please share more about the specific results achieved in the past time?

+ Resolutely implementing market control, the Department of Industry and Trade has directed the Market Management Department to arrange personnel, strengthen inspection, control and handle administrative violations, focusing on the peak of the month of action for food hygiene and safety. Through inspection, many cases related to trade fraud, counterfeit goods, and food safety have been discovered and handled, such as: Nearly 30 tons of frozen food, animal organs; 2,502 units of confectionery products; 250 types of functional food pills; 331kg of fruit; 320 liters of handmade wine... of unknown origin, source, smuggled, contributing to protecting the health of consumers.

In May alone, the Market Management Department inspected 99 cases, detected and handled 97 cases/97 subjects/104 violations with a fine of over VND 1.4 billion; administrative fines of over VND 672 million; value of destroyed goods of over VND 720 million. In the first 5 months of the year, 313 cases were inspected, detected and handled 311 cases/311 subjects/364 violations, equal to 69% of the number of fines compared to the same period in 2024, with a fine of over VND 11.2 billion, equal to 70% compared to the same period in 2024. Of which, administrative fines were over VND 4.8 billion; value of destroyed goods was over VND 5.3 billion; total actual budget revenue was over VND 7.3 billion, reaching 73.82% of the target registered with the General Department of Market Management.

It can be said that the drastic and synchronous measures of the Industry and Trade sector have contributed to controlling the situation well, maintaining market stability, and protecting the legitimate rights of consumers and genuine businesses in the province.

- In the coming time, what key solutions will the Department of Industry and Trade have to prevent counterfeit goods and foods of unknown origin?

+ The Department of Industry and Trade clearly identifies the fight against counterfeit goods, especially food of unknown origin, as an important task. This is not only the task of the Department, but requires the synchronous participation of authorities at all levels, functional forces and the whole society. The goal is to protect consumer rights, ensure public health safety, and maintain a healthy and transparent business environment in the province.

In the coming time, to continue to effectively implement the work of preventing counterfeit goods, food, and goods of unknown origin, the Department of Industry and Trade will focus on strengthening the grasp of the local situation, subjects, methods, and new violations. From there, proactively develop specialized inspection plans by industry and field; tighten inspection and control at markets, shopping malls, supermarkets, border gates, warehouses, gathering points, etc.; focus on inspecting online sales channels, livestream, e-commerce, where many acts of trading food and goods of unknown origin are currently taking place very sophisticatedly.

Improve the effectiveness of coordination with functional sectors and local authorities at all levels to identify key factors and promptly prevent violations; promote propaganda and raise awareness among people and businesses; increase thematic inspections and surprise inspections at hotspots and key routes, especially wholesale markets, shopping malls, supermarkets, warehouses and key transportation routes.

Along with that, the Department of Industry and Trade will advise the Provincial People's Committee to continue to strengthen policy mechanisms, perfect the legal corridor to better support the functional forces in the work of inspection and handling of violations. At the same time, create favorable conditions for legitimate businesses to develop, gradually build a healthy market of goods, protect consumer rights and local brand reputation.
