On the afternoon of June 3, the Provincial People's Committee held a regular meeting for June, assessing the socio-economic development situation in May and the first 5 months of 2025; deploying directions and tasks for June 2025 and many other important contents.

According to the report of the Provincial People's Committee, the socio-economic situation in Lao Cai province in May was basically stable. The total state budget revenue in the province accumulated to the end of May 2025 is estimated at 5,246 billion VND, equal to 53% of the estimate assigned by the Central Government, equal to 34% of the estimate assigned by the Provincial People's Committee in Decision No. 3268/QD-UBND dated December 10, 2024 on assigning targets for socio-economic development plan, public investment and state budget estimate 2025 of Lao Cai province, equal to 159% of the same period last year.

In May, the Provincial People's Committee issued investment policy decisions for 4 investment projects with a total investment capital of VND 1,163 billion. According to the report of the Ministry of Finance , the disbursement rate of Lao Cai province is estimated to reach 43.45% of the plan assigned by the Prime Minister at the beginning of the year by the end of May 2025, ranking 2nd out of 63 provinces and cities with high disbursement rates nationwide.

Industrial production activities in the province have improved. Apatite mining and ore selection, copper smelting, fertilizer and chemical production projects have operated stably, with production and consumption both higher than the previous month. The value of industrial and handicraft production in May was estimated at VND3,950 billion, up 8.7% over the previous month.

Agricultural production was deployed promptly, ensuring the seasonal schedule; disease prevention for livestock and poultry was given attention, livestock herds developed stably; food hygiene and safety in the province were focused on; the new rural construction program was actively responded to by the people.

However, the province's socio-economic situation in the month still has some difficulties, such as: lack of raw materials for chemical and fertilizer production (from Apatite ore); factories producing high-value products such as chemicals and fertilizers have reduced output; total value of import - export, purchase and sale, and exchange of goods through border gates still decreased compared to the same period...

Focus on 3 key tasks

Concluding the meeting, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the efforts of the sectors and localities in the context of large workloads and increasing progress pressure, but many important results have been achieved, with economic development indicators reaching high levels compared to the same period.

Regarding the tasks in the coming time, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested the sectors and localities to continue to carry out 3 key tasks, which are: effectively implementing Resolution 18 on organizational restructuring and 4 important resolutions of the Politburo issued recently; effectively preparing for the merger of Lao Cai and Yen Bai provinces, preparing for the operation of two-level local governments; speeding up the progress of key projects and works.

The Provincial Party Secretary and Chairman of the Provincial People's Committee said that in the past time, with the spirit of running and lining up at the same time, Lao Cai province has proactively and creatively coordinated with Yen Bai province to prepare contents related to the merger of the two provinces, especially in terms of personnel work and organizational apparatus, creating consensus and being highly appreciated by the Central Government.

Continuing to promote this spirit, in the coming time, departments and branches need to proactively coordinate with units of Yen Bai province to prepare conditions for merging the apparatus, perfecting the organization of departments and offices, and developing working regulations. Implement the contents of editing records, digitizing data, archiving, ensuring no loss of documents. Proactively stay close to the grassroots to grasp the socio-economic situation, people's lives, and visualize what the new province will be like so that the direction and operation after the merger is correct and in line with reality. Along with that, advise the province on decentralization and delegation mechanisms to create favorable conditions for the commune-level apparatus to quickly come into operation, serving the people best.

Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the People's Committee, requested that sectors and localities do a good job of preparing for the merger of provinces and organizing two-level local governments.

Regarding the preparation for the operation of the two-level government, the Provincial Party Secretary and Chairman of the People's Committee requested localities to do a good job of ideological work for the staff in the process of arranging and organizing the apparatus of the communes after the merger. The work of drafting documents and political reports for the Party Congress for the 2025-2030 term must quantify socio-economic and Party building indicators associated with the development conditions and orientations of each locality. Select cadres with sufficient capacity and qualities to lead and direct the activities of the new communes.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also requested units and localities to focus on implementing key projects and works, celebrating major holidays. Actively coordinate, remove difficulties, speed up site clearance for key projects. Urge investors and construction units to speed up the progress of projects and works to disburse capital sources.
