The event follows the success of the book series about the H63 Intelligence Group by author Nguyen Quang Chanh, which has been translated and published in Russian, as part of the author's publications about the history of revolutionary struggles in the Saigon-Gia Dinh urban area during the resistance war against the US to save the country. The Russian translation was done by translator Vladimir Serbin and literary editor Ida Andreeva.

This contributes to helping the Russian public better understand the country, people and army of Vietnam, so that they know how to appreciate and responsibly contribute to deepening the traditional friendship and comprehensive cooperation between Vietnam and the Russian Federation.”

Names such as People's Armed Forces Hero Tu Chu, People's Armed Forces Hero Tran Van Lai, People's Armed Forces Hero Le Van Viet, People's Armed Forces Hero Nguyen Thanh Xuan (alias Bay Be), and the H63, H65 Special Forces Groups... have become symbols of indomitable will, bravery, ingenuity, creativity, and exceptional eliteness. These are the brilliant crystallization of the special forces and commandos of the Vietnam People's Army.

At the ceremony, there was an exchange to introduce the book with the guests: Comrade Tran Vu Binh, Deputy Chief of the Office of the Supreme People's Procuracy of Ho Chi Minh City, son of People's Armed Forces Hero Tran Van Lai; Ms. Vu Minh Nghia (alias Chinh Nghia), the only female soldier among 15 Saigon commandos participating in the 1968 Tet Offensive and Uprising; writer Nguyen Quang Chanh, author of the book.
