From July 1, e-commerce platforms will begin to perform the obligation to deduct and pay taxes on behalf of individual business households according to Decree No. 117 of the Government . This new regulation not only affects millions of small retailers in the digital space and changes the way the platform operates, but also requires the creation of a comprehensive and feasible legal corridor in a volatile ecosystem like e-commerce.
In that context, on July 23, the e-commerce platform Shopee organized a workshop "Q&A with experts on tax management and enforcement on e-commerce platforms", inviting representatives of the e-commerce tax department and representatives of Shopee Vietnam's finance department to directly dialogue with the seller community. The event attracted the participation of a large number of Shopee sellers both in person and online, reflecting the real concerns of the business community at the time the new policy began to be implemented.

One of the notable new points of Decree 117 is the clear regulation of the responsibility of e-commerce platforms to deduct, declare and pay taxes on behalf of business households and individuals. This requires platforms like Shopee to not only invest in upgrading technology systems, but also be proactive in sharing information, supporting sellers to understand and comply with tax regulations. This is an important step forward, contributing to the modernization of tax management in the e-commerce sector, ensuring publicity, transparency and convenience for taxpayers.
At the seminar, the tax authority and Shopee representatives spent most of the time explaining the core concepts of Decree 117, clarifying the roles, obligations and responsibilities of sellers as well as e-commerce platforms in declaring, deducting and paying taxes. Many practical questions were raised such as: Who is eligible for deduction by the platform? How is the legal boundary between business households and enterprises determined? How to handle refunds and returns after successful transactions have been confirmed?
A series of other concerns related to providing identification information and tax declaration when there are no input invoices were also discussed. Some situations have no specific precedent, however, the spirit of "wherever there is a problem, there is a solution" is clearly shown in the discussion when tax agency representatives answer and guide appropriately for each actual case.

The coordination in organizing the seminars today will contribute to putting the policy into practice in a transparent and effective manner.”

From the workshop, the obvious change is not in the content of the decree but in the way sellers approach the policy. From being afraid, many people have begun to proactively learn and ask specific questions related to their business activities.
Mr. Truong Hai - owner of Yumi's Mom Shop - shared: "Before, whenever taxes were mentioned, I felt worried because I didn't know if I was doing the right thing. But thanks to this seminar, I have a better understanding of the obligations and rights of sellers. The specific and easy-to-understand instructions from Shopee help me operate with peace of mind, no longer feeling confused like before."

On Shopee’s side, the July 23 workshop is part of a series of activities connecting sellers with authorities to clarify information on relevant policies and decrees. Since May this year, the platform has required updating personal tax codes, restructuring identification data, and investing in a real-time tax reporting system. Many guidance documents, videos , Q&A, and support lines have also been deployed on Shopee Academy, seller channels, and social media communities.
“The above activities help sellers gradually grasp information, understand correctly and do correctly. Shopee's support team will always accompany and be ready to answer questions throughout the process of converting and applying new regulations,” Shopee representative affirmed.
This person also said that to ensure accuracy and efficiency in tax collection and reporting management, the platform has proactively focused investment resources on technology and data management systems, software, and management tools to upgrade information processing procedures, minimize errors, and improve the reporting system in a transparent manner, providing full information to tax authorities and sellers.
