
In September 1940, the Japanese fascists attacked Lang Son , and the French army quickly surrendered to the Japanese. In the face of this situation, from September 21 to 23, 1940, the Southern Regional Party Committee convened a conference at the house of Mrs. Nguyen Thi Huong in Xuan Thoi Dong village in the Hoc Mon-Ba Diem area, the cradle of the Southern Uprising. At the conference, the leaders of the Southern Regional Party Committee assessed that the French situation was facing many difficulties, was shaky and chaotic, and their morale was low; and the Japanese army had just entered and was not yet firmly established. On our side, the organization was not yet consolidated, the movement was not strong enough, but Japan and France were fighting each other, so the conference believed that the opportunity had come. In particular, the situation of the masses was boiling, demanding an uprising. The conference decided to actively prepare for the uprising and gave the Standing Committee the right to order an early uprising.
The uprising resolution of the Southern Regional Party Committee excited the people of the South. Everyone wanted to rise up in arms to liberate the country from slavery and regain freedom and independence for the nation.
During the night of November 22nd to the morning of November 23rd, the uprising broke out in most of the provinces of Cochinchina from Gia Dinh, Cho Lon to Tan An, My Tho, Vinh Long, Can Tho, Soc Trang , Tay Ninh, Bien Hoa... The 1940 Cochinchina uprising went down in history with many places, names of heroes and heroines with events such as the first appearance of the red flag with a five-pointed yellow star in front of the headquarters of the My Tho Provincial Uprising Committee at Long Hung communal house, in Cho Lon and several other provinces.
When the Southern Uprising failed, the French colonialists launched a large-scale suppression and took the opportunity to execute many loyal cadres and soldiers of the Party, including the leaders of the Party Central Committee, leaders of the Southern Regional Party Committee and those in charge of command work in the localities at very young ages such as General Secretary Nguyen Van Cu (then only 29 years old); General Secretary Ha Huy Tap (35 years old); Secretary of the Saigon-Cho Lon Regional Party Committee Nguyen Thi Minh Khai (31 years old) and comrades Phan Dang Luu, Vo Van Tan, Nguyen Huu Tien... These were all young, excellent communist soldiers, belonging to the generation of cadres trained and matured in the revolutionary struggle movement and in imperialist prisons, making outstanding contributions to the revolutionary cause of the Party and the nation.
The Southern Uprising became "the gunshot signaling a nationwide uprising, the first step in the armed struggle of the peoples in an Indochinese country", demonstrating the indomitable strength, confidence and willingness to sacrifice of loyal party members and patriots in the struggle for freedom and independence under the leadership of the Party.
Along with the Bac Son Uprising and the Do Luong mutiny, the Nam Ky Uprising became the "signaling shot for the nationwide uprising, the first step of armed struggle of the peoples in an Indochina country", demonstrating the indomitable strength, confidence and willingness to sacrifice of loyal party members and patriots in the struggle for freedom and independence under the leadership of the Party, including the significant contribution of generations of Saigon-Cho Lon-Gia Dinh youth who fought and sacrificed heroically.
Through the Southern Uprising, our Party has drawn valuable experiences, persistently prepared forces in all aspects, so that when the conditions were ripe, it could mobilize the entire nation to rise up in unison following President Ho Chi Minh's call for a General Uprising to overthrow the colonial and feudal regime, creating the glorious victory of the August Revolution and the resounding victories of our nation in the resistance wars against the French colonialists and the invading American imperialists.
Promoting the heroic spirit of the Southern Uprising, the Southern Resistance War and the spirit of the Great Victory of Spring 1975, since the country's reunification, Ho Chi Minh City has made great efforts to overcome the consequences of war, build a new life, constantly develop, and gradually become an economic, cultural, educational-training and scientific-technological center with high influence in the whole country and the Southeast Asian region.
Entering the era of national development, Ho Chi Minh City has just successfully organized the 1st Congress of the City Party Committee, term 2025-2030. The Congress highly promoted the spirit of solidarity, democracy, innovation, creativity, focused on discussing documents and unanimously passed the Congress Resolution. This is a resolution that converges the will, aspirations and political determination of the entire Party Committee, government and people of the city in the new period.
Lessons from the Southern Uprising on the strength of the great national unity bloc, lessons on revolutionary opportunities will help each cadre, party member, and people of Ho Chi Minh City maintain the spirit of revolutionary attack, dynamism, creativity, and unity to successfully implement the Resolution of the Congress, turning the city named after Uncle Ho into a civilized, modern metropolis, a livable city in the future.
Comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, commented: In addition to the great achievements and opportunities, the city is also facing many new difficulties and challenges. Without high political determination, strong innovation in leadership thinking and methods of action, it will be difficult to complete the great goals and tasks set out in the Congress Resolution.

That is the invaluable resource that every cadre, party member and citizen of the city must be clearly aware of in order to fulfill their noble responsibility, join hands and contribute to building a peaceful and developed city.
In each stage of development, the city always knows how to inherit and promote the good traditional values of many previous generations, creating an endogenous strength for the city to overcome challenges and obstacles. Therefore, the lessons from the Southern Uprising about the strength of the great national unity bloc, the lessons about revolutionary opportunities will help each cadre, party member, and people of the city maintain the spirit of revolutionary attack, dynamism, creativity, and unity to successfully implement the Resolution of the Congress, making the city named after Uncle Ho a civilized, modern metropolis, a livable city in the future.
