Le Minh Hung, Head of the Central Organizing Committee and Deputy Head of the Central Steering Committee for summarizing Resolution 18 (the Steering Committee), has just signed and issued Plan No. 47 of the Steering Committee on implementing the rearrangement and merger of provincial and commune-level administrative units and organizing a two-tiered local government system.

Accompanying this plan, the Steering Committee clearly outlines the content and tasks for implementing the rearrangement and merger of provincial and commune-level administrative units and building a two-tiered local government system, along with the projected completion timeline, primarily focusing on 2025.

The Steering Committee requested the Government Party Committee to coordinate with the National Assembly Party Committee to guide localities in organizing public consultations on specific contents of amendments and additions to some articles of the 2013 Constitution (expected to be completed before April 20).

The Party Committee of the Government is also required to lead and direct the issuance of regulations and guidelines for the reorganization of provincial and commune-level units.

Specifically, regarding the principles, standards, conditions, naming conventions, documentation, procedures, and processes for merging administrative units, ensuring the number of communes, wards, and special zones after merger in each province and city conforms to the central government's guidelines and the government's plan (expected to be completed before April 25th).

Regarding the arrangement, placement, and utilization of officials, civil servants, and public employees at the district level (before April 25th); regarding the arrangement and consolidation of the organization, functions, tasks, and organizational structure; the number of leaders, managers, staff, officials, civil servants, and public employees of the People's Council and its committees; of the People's Committee and specialized agencies and public service units under the People's Committee after the administrative unit rearrangement (expected to be completed before April 25th).

Regarding the selection of locations, arrangement of offices, and conditions ensuring the operation of the People's Council, People's Committee, and other agencies and units; public housing after administrative unit reorganization; and the management and handling of surplus offices, assets, and land after administrative unit reorganization (expected to be completed before April 25th).

Regarding the completion of activities of the People's Council, People's Council representatives, district-level People's Committees, and affiliated agencies and units (expected to be completed before April 25th).

Regarding guidance on defining tasks, powers, and administrative procedures from the district level to the provincial level and down to the commune level, and resolving matters related to organizations and individuals before, during, and after the reorganization of administrative units and the implementation of the two-tiered local government model (expected to be completed before May 20th)...

The Steering Committee requested the Party Committee of the Government to issue guidelines for implementing the merger of provincial-level administrative units, eliminating district-level organizations, merging commune-level organizations, organizing two-tiered local governments, and reorganizing the inspection system… (expected to be completed before May 5th).

Issuing regulations and guidelines for concluding district-level inspections; rearranging and reorganizing organizations under provincial-level inspection (expected to be completed before May 30).

The restructuring of tax, customs, state treasury, state bank branches, social insurance, and statistics agencies will be synchronized with the merger of provincial-level administrative units (expected to be completed before December 31).

Research and issue policies on public housing for officials, civil servants, and public employees after the reorganization of administrative units (expected to be completed before September 15).

The National Assembly Party Committee and the Steering Committee are requested to carry out the task of leading and directing the National Assembly and the Standing Committee of the National Assembly to issue resolutions on handling issues related to the rearrangement and merger of provincial-level administrations, the elimination of district-level administrations, the merger of commune-level administrations, and the organization of two-tiered local governments (if deemed necessary) (expected to be completed before June 30).

Issue resolutions on the reorganization and merger of provincial and commune-level administrative units (expected to be completed before June 30).

Considering and deciding on amendments and additions to several articles of the 2013 Constitution, including provisions for transitional periods to complete the restructuring and reorganization of the administrative apparatus and ensure that commune-level administrative units officially begin operation no later than August 15th, and provincial-level administrative units officially begin operation no later than September 15th (expected to be completed before June 30th).

For the Provincial and City Party Committees directly under the Central Committee , the Steering Committee requests that they lead and direct the implementation of the merger of commune-level administrative units, without establishing district-level units, after a decision is made by the competent authority.

The arrangement of officials, civil servants, and public employees will be based on the principle of transferring all current district and commune-level officials, civil servants, and public employees to the commune level, and strengthening the commune level by assigning some provincial-level leadership and management personnel to the commune level (if needed)... (expected to be completed before August 15th).

Provincial and municipal Party Committees directly under the Central Committee that are not implementing the reorganization of provincial-level administrative units need to merge provincial-level radio and television stations into the provincial-level Party committee's newspaper; complete district-level inspections and reorganize provincial-level inspections; and reorganize political and social organizations and mass associations assigned tasks by the Party and State under the Vietnam Fatherland Front at the provincial level (expected to be completed before July 31).

For the Provincial and Municipal Party Committees directly under the Central Committee that are subject to restructuring, the Central Steering Committee requires that before the merger, the Provincial and Municipal Party Committees identified as the political and administrative center of the new provincial-level administrative unit must take the lead and coordinate closely with the Provincial and Municipal Party Committees (which have received approval from the Central Committee for the merger) to develop a plan for merging the provincial-level administrative unit; gather public opinions, finalize the plan, and submit it to the Government (expected to be completed before May 1st).
