How to arrange medical rooms, district health centers and health stations after the administrative unit arrangement?

(DN) - Minister of Health Dao Hong Lan signed Document No. 2147/BYT-TCCB dated April 12, 2025 to the People's Committees of provinces and cities nationwide to guide the orientation of arranging and reorganizing medical facilities at administrative units at all levels, implementing the 2-level local government model.

Accordingly, for provinces and cities after the arrangement and merger, a new Department of Health will be established as a specialized agency under the People's Committee of the province or city after the arrangement.

Based on the assigned functions, tasks and powers of the Department of Health, the Director of the Department of Health shall develop a project and submit it to the People's Committees of provinces and cities to decide on the organizational structure of the Department of Health in accordance with the management requirements for the fields under the state management of the Department of Health in the locality and ensure the criteria according to the Government's regulations.

Based on the review and assessment of the functions, tasks, powers and operational efficiency of the existing public service units under the Department of Health before the arrangement, the Director of the Department of Health of the province or city after the arrangement shall advise and submit to the People's Committee of the province or city to decide to maintain, dissolve or reorganize the public service units under the Department of Health. Carry out the merger and dissolution of ineffective public service units, which no longer have functions or tasks or overlap with the functions and tasks of other service units.

Also according to the guidance of the Ministry of Health, the current health departments under the People's Committees at the district level will be dissolved and the operation of the health departments under the People's Committees at the district level will be terminated, and the functions and tasks of advising on state management of the previous health departments will be transferred to the cultural and social departments under the public administration centers under the People's Committees at the grassroots level (commune, ward) after being rearranged to continue implementing the tasks.

For district-level health centers, basically maintain the existing centers and convert these health centers into regional health centers, which are public service units under the Department of Health. Based on the review and assessment of the scope of operations and operational efficiency of district-level health centers, the Director of the Department of Health shall advise and develop a project to submit to the Provincial or City People's Committee to decide to maintain all or dissolve, reorganize, or merge a number of district and city health centers in the area.

For existing regional polyclinics, commune, ward and town health stations, the Ministry of Health provides basic instructions on maintaining, preserving and transferring them to the People's Committee at the grassroots level (new communes and wards) for management. Ensure that each new commune and ward after the reorganization has at least one health station. Depending on the population size and geographical characteristics of each new commune and ward, maintain or reorganize and establish additional health stations managed by the People's Committee at the grassroots level to meet the primary health care needs of the people in that commune and ward.

The human resources of the new commune and ward health stations are arranged on the basis of receiving officials from the previous commune and ward health stations and are mobilized and supplemented from provincial-level health facilities and from the previous district-level health centers to ensure that each new health station has at least 2 doctors or more.

Dong Nai currently has 2 provincial general hospitals, 3 regional general hospitals, 4 specialized hospitals, 11 medical centers, 10 district and city health departments, 2 regional general clinics, and 159 commune, ward, and town health stations.

According to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, regarding the number of provincial-level administrative units after the merger, the Central Committee highly agreed on the plan of 34 provinces and cities (28 provinces and 6 centrally-run cities). In which, Dong Nai province and Binh Phuoc province will be merged, named Dong Nai province, with the political and administrative center located in Dong Nai province today.
