Overcoming the situation of one urban area managed by many wards

According to the plan to arrange commune-level administrative units of Hanoi city, among 126 new grassroots administrative units, there are 47 ward administrative units and 79 commune administrative units.

According to Director of the Department of Home Affairs Tran Dinh Canh, due to historical factors, many wards, residential groups, and residential areas in Hanoi's inner city currently have overlapping areas. For example, an urban area is managed by 3-4 wards. A ward or residential group is located between many roads, separated by rivers, making it inconvenient for people, officials, and civil servants to perform their duties.

From these shortcomings, during the consultation process, the Department of Home Affairs proposed a plan to take administrative boundaries according to roads and rivers to build ward-level administrative units. With that approach, when there are new administrative boundaries, it will create convenience for people in studying, trading, working and facilitating state management...

For the commune level, the Department of Home Affairs proposed to maintain the existing administrative boundaries. The reason is that administrative boundaries must also be consistent with the culture of the village, commune, clan and cultivated fields of the people.

Director of the Department of Home Affairs Tran Dinh Canh also said that on April 25, districts, towns and cities of Hanoi completed collecting public opinions on the arrangement plan, as well as the names of new communes and wards, with a very high consensus rate. Of which, the lowest unit achieved 92% consensus, with 38 communes achieving 100%. This shows that the people are very in agreement with the plan and arrangement of the city's administrative units.

According to Mr. Tran Dinh Canh, nearly 100% of the people support the city's plan. To achieve this result, the Department of Home Affairs has closely coordinated with districts to propose a plan for naming new administrative units associated with the traditions, history, and place names of each commune and ward, so it has received high support and consensus from the people.

The Department of Home Affairs received the people's feedback and recommendations and proposed that the leaders of the Hanoi People's Committee make appropriate adjustments. For example, the name of a commune in Ba Vi district was initially planned to be Quang Oai. After receiving the people's opinions, the local and city authorities agreed with the district to name it Bat Bat commune - the previous name of Ba Vi district.

"This shows that, during the process of collecting public opinions, if we receive appropriate feedback, we are ready to make adjustments," Mr. Canh affirmed.

Arrange commune and ward level staff suitable to workload

One of the issues that the public is currently concerned about is how the city plans to arrange the headquarters of districts, communes and wards to avoid waste?

Regarding this issue, Director of the Department of Home Affairs Tran Dinh Canh said that according to the city's policy, it is possible to arrange district and county headquarters as the workplace of new communes and wards, but it must be consistent with the organizational model and number of employees. If the headquarters is too large, it will be arranged as the workplace of a unit of equivalent size.

The city also plans to place its headquarters in the center of a commune or ward to facilitate people's transactions. In cases where the existing headquarters is too small, the government will have its own headquarters, while the Party and mass organizations will have their own headquarters.

After completing the administrative unit arrangement, the city will re-plan the commune and ward level administrative units to suit the characteristics of each locality.

The city has also established a working group to calculate the use of surplus headquarters for schools and community activity centers. Currently, the city's departments and branches are also developing projects related to the arrangement of state agency headquarters. Specifically, the Department of Finance is developing a project to arrange headquarters; the Department of Construction is developing a plan to re-plan administrative units; the Department of Health is developing a project to organize medical stations reasonably... to ensure that the headquarters are used effectively, avoiding waste after the administrative unit is re-arranged.

Regarding the administrative structure of communes and wards in Hanoi after abolishing the district level, it is expected that the People's Committee of the commune will have 4 departments, including: Office of the People's Council - People's Committee, Department of Urban Infrastructure and Economy, Department of Culture - Society, and Center for Public Administration Services. Due to the large amount of work and the difficult nature of the work, the organizational model at the department level in Hanoi may have some differences compared to administrative units with less work pressure. However, this is only a proposed model, the specific structure must wait for the Law on Organization of Local Government to be amended and the Government's Decree to provide detailed instructions for implementation.

Mr. Tran Dinh Canh also said that in the plan to arrange commune and ward cadres, the arrangement will not be spread out evenly. Large administrative units with a large workload will certainly be arranged with more cadres and civil servants than units with fewer tasks.

In the process of reorganization and streamlining the apparatus, it will certainly affect the thinking and psychology of some cadres and civil servants. The Department of Home Affairs is receiving and handling cases of resignation according to regulations. In the coming time, Hanoi city will continue to issue guidelines on criteria for reviewing, evaluating and classifying to streamline the cadre and civil servant team. This process will be implemented within 5 years, so it is impossible to know in a day or two how many cadres and civil servants need to be streamlined.
