- In mid-May 2025, the Provincial Police organized the first driving license examination according to the new regulations of the Ministry of Public Security . The examination demonstrated innovation in methods, techniques and organization, and at the same time reflected the determination to improve training quality, towards a transparent and professional examination process, contributing to ensuring traffic safety in the area.
On May 16, at Minh Long Driving Test Center, Van Quan District, the first driving license test was held, chaired by the Traffic Police Department, Provincial Police. In this test, 319 candidates participated, including 269 new candidates and 50 candidates retaking the theory test. All candidates went through all 4 parts of the test including theory, practice on the field, situation simulation and driving on the road.
In particular, before entering the practical test, all candidates must undergo an alcohol concentration test according to regulations, to ensure seriousness, correct procedures and raise awareness of traffic law compliance right from the testing stage. Surveillance camera systems and electronic sensors are thoroughly applied in each testing stage, contributing to ensuring objectivity and fairness in evaluating results.
According to Lieutenant Colonel Phuong Thuc Dinh, Deputy Head of the Traffic Police Department, Provincial Police, the first exam was organized publicly and seriously, reflecting the actual quality of training. The passing rate was only about 20%, most of the candidates failed due to failing one or more contents. This shows that tightening the exam process is necessary to screen and ensure that people with driving licenses are truly capable of driving vehicles.
Ms. Le Thi Thu Thuy in Bac Giang city said: This time, the traffic police officers carried out the exam very seriously and strictly. Before taking the exam, we all had to check our alcohol concentration and check our records carefully. Although there was more pressure than before, I think it was necessary, creating fairness and candidates had to seriously review to have enough knowledge to ensure safety when participating in traffic.
This exam also recorded some favorable points for candidates. In particular, organizing separate exams for each part, instead of taking exams continuously in one day as before, helps candidates reduce pressure, not having to wait long. At the same time, the results of each exam part are reserved for 1 year, creating more favorable conditions for learners. Mr. Nong Minh Tu, in Ha Quang district, Cao Bang province shared: Taking exams in parts like this will be very convenient, especially for those who live far away, do not have to travel many times, saving costs and travel time.
In addition, the testing process is still facing difficulties due to the lack of specific guidance on the bidding mechanism for selecting testing units. Only one testing unit can be selected for each organization, while the bidding process takes a lot of time, causing great pressure on the organization of testing and issuance of driving licenses. Therefore, the province currently has a backlog of more than 7,000 applications.
Learning from the first exam, to ensure the quality of driver training, the Traffic Police Department, Provincial Police will implement many measures to tighten the process from input to output of learners, in which special attention is paid to checking the quality of training and supervising the exam.
Specifically, the authorities will strengthen inspections and periodic supervision of training at facilities, requiring driving training centers to increase practice time, especially focusing on training skills in handling real-life situations. This is to promptly detect and handle violations, if any, while ensuring that students are trained seriously, systematically, and meet output standards. Along with that, the Traffic Police Department and the Provincial Police Department recommend that all levels and sectors soon issue clear instructions on the bidding mechanism, creating a legal corridor for testing work to be implemented synchronously, continuously and more effectively.
According to the new regulations, from June 1, 2025, the Ministry of Public Security will officially apply the set of 600 test questions for those who learn to drive after January 1, 2025 and cases of testing due to expired driving licenses. Those who learn before this time will continue to take the test according to the old set of questions until August 31, 2025. From September 1, 2025, all testing cases will uniformly apply the new set of questions.
To comply with the new regulations, the Provincial Traffic Police Department is currently actively coordinating with testing centers to review and standardize software and ensure necessary technical conditions. At the same time, it guides training facilities to update training program content, especially focusing on practical testing content such as situation simulation and road testing to improve the output quality of students.
Mr. Ly Ti Doong, a teacher at Minh Long Testing Center, said: We have been teaching according to the new software of the Ministry of Public Security. The new regulations require both teachers and students to improve their skills, especially practicing with highly practical tests.
During the testing phase, before the candidate takes the exam, the traffic police officer will check and look up the personal records. If a violation of traffic order and safety is detected and has not been handled according to regulations, the candidate will not be eligible to take the exam. This helps to tighten the process, ensuring that only those who are truly qualified will be granted a driver's license.
The first test under the new regulations in the province shows the determination to innovate and tighten quality right from the training and licensing stages. In the long term, tightening the process and improving the quality of testing is a necessary step to ensure that drivers have enough knowledge, skills and courage to handle real traffic situations. The synchronization from training - testing - licensing to post-control supervision will be an important foundation, contributing to building a safe traffic culture in the province.
