According to the Project on rearranging commune-level administrative units, after the rearrangement, Binh Thuan has 45 commune-level administrative units including 36 communes, 8 wards and 1 special zone (Phu Quy), reducing 76 commune-level administrative units, reaching a rate of 62.80% (including 56 communes, 8 wards and 12 towns). The new wards and communes after the rearrangement all ensure the prescribed standards on natural area and population size as prescribed in Article 5 of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee.


In addition, the naming and renaming of new administrative units after the arrangement must be consistent with the historical, cultural, and traditional factors of the locality. The Provincial People's Committee has organized a public consultation on the policy of arranging commune-level administrative units in accordance with regulations, which has received high support from voters and the people.

Accordingly, after the reorganization, the commune-level administrative units will consolidate and complete the organizations in the political system according to regulations. Specifically, the People's Council at the commune level will establish two specialized supporting committees, the Legal Committee and the Socio-Economic Committee. The People's Council delegates in the administrative units before the reorganization will be merged into the People's Council of the new commune-level administrative unit and continue to operate until the end of their term. The whole province currently has 2,825 People's Council delegates at the commune level.
Regarding the People's Committee at the commune level, the number and structure of members of the People's Committee shall comply with the Government's regulations. It is expected that the People's Committee at the commune level shall organize a maximum of 4 specialized departments and equivalents suitable to the characteristics of urban, rural, and island areas (special zones), including: Office of the People's Council and People's Committee; Economic Department; Cultural and Social Department; Public Administration Service Center.
Villages and neighborhoods continue to be identified as self-governing organizations of residential communities, not administrative levels. For now, existing villages and neighborhoods will remain intact. After the reorganization, commune-level administrative units will reorganize villages and neighborhoods according to Government regulations and instructions from the Ministry of Home Affairs, ensuring streamlining and directly serving the lives of residential communities at the commune level.
The project also clearly states the plan and roadmap for arranging and reorganizing cadres, civil servants, and non-professional workers after the arrangement of public service units. Accordingly, the average staffing level of each commune is expected to be about 32 (excluding the Party and mass organizations). 100% of the existing district-level staffing level will be transferred to arrange commune-level staffing (the current number of district-level cadres and civil servants is 767). In the immediate future, the number of existing district-level and commune-level cadres and civil servants will be maintained to arrange work at the commune level and the review and streamlining of staffing levels will be carried out in conjunction with restructuring and improving the quality of the team to meet the requirements of the tasks, ensuring that within 5 years, it will basically comply with the Government's regulations.
For non-professional workers at the commune and village levels: End the use of current non-professional workers at the commune level from August 1, 2025; assign local authorities to consider and possibly arrange non-professional workers at the commune level who meet the requirements of the task to participate in work in the village and neighborhood; implement a retirement policy for non-professional workers at the commune level who are not assigned work according to regulations. Maintain the current positions of non-professional workers at the village and neighborhood level, including: Party cell secretary, head of the front work committee, and village and neighborhood chief until the Central Government has new regulations.
