The Minister of Education and Training has just issued the standard training program for the field of law at the university level. Accordingly, the fields of law that are trained include: Administrative Law.

The Minister also allows schools to pilot training in legal fields but must ensure the regulations in this training program standard.

Notably in this document, the Ministry of Education and Training stipulates the input standards for training programs:
First, graduated from high school or equivalent.
Second, the total minimum admission score must be 60% of the maximum score on the scale. Training institutions set admission standards based on exams, admissions, and other forms of assessment or specific requirements on knowledge, capacity, qualities, and experience for learners of each training program.
"Must ensure assessment of Math and Literature knowledge, or Math or Literature, and achieve at least 60% of the maximum assessment score of the scale," the regulation clearly states.
Applicants for all forms of university-level legal training must meet the above conditions, except in cases where applicants already have a university degree.
The undergraduate training program in the field of law has a minimum of 120 credits (not including physical education and national defense and security education according to current regulations). Of which, political theory knowledge is implemented according to the regulations of the Ministry of Education and Training and the basic and core components of the industry are required in the entire training program, accounting for a maximum of 65% of the remaining total credits.
The Ministry also clearly stipulates the training conditions for the industry, including: Lecturers must have a minimum master's degree in the field appropriate to the subject they teach. Each year, lecturers must publish at least 1 scientific work.
Lecturers of legal courses must ensure that within 5 years from the time of being assigned to teach, they have at least 2 articles and scientific reports in domestic publications; be the author or co-author of 1 monograph or 1 book chapter published by a domestic or foreign publisher.
In addition, there must be at least 1 PhD who is a full-time lecturer with appropriate expertise in the legal field to preside over the teaching of each group of compulsory knowledge belonging to the core components of the training program in accordance with his/her expertise; these lecturers have at least 3 years of experience in the legal field.
The regulation also clearly states that there must be enough permanent lecturers to teach at least 70% of the teaching volume in the training program.
The above regulations apply from the 2025 enrollment season. For schools that have issued information on law enrollment before this decision, it is necessary to review and update to ensure that they meet the standard criteria and report to the Ministry of Education and Training before June 30, 2026.
