Science and Technology Exchange will be formed

The Ministry of Science and Technology will approve the Project to establish a science and technology exchange to support businesses in accessing and applying science and technology in production; research and propose policies to assign domestic businesses to apply science and technology in key projects.

On June 2, the Ministry of Science and Technology (MOST) held an online conference on State management for the second quarter of 2025 and orientation for the third quarter of 2025 with the Departments of Science and Technology of provinces and cities.

Ms. Hoang Thi Phuong Luu, Chief of Office of the Ministry of Science and Technology, said: In the third quarter of 2025, the Ministry will develop and advise the Government to submit to the National Assembly for consideration and addition of 4 Law projects to the Law and Ordinance Development Program in 2025, including: Law amending and supplementing a number of articles of the Law on Intellectual Property; Law amending and supplementing a number of articles of the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer and developing a new Law on National Digital Transformation. It is expected to be submitted to the National Assembly at the 10th Session of the 15th National Assembly. At the same time, the Ministry will also submit to the Government Party Committee for consideration of 2 Resolutions of the Politburo on atomic energy and innovative startups.

In the third quarter, the Ministry will submit to the Prime Minister a series of important projects: Amending Decision 37/2021/QD-TTg on the postal network serving state agencies; Establishing the National Environmental Radiation Monitoring and Warning Network; Issuing the National Nuclear Industry Capacity Index; National Standardization Strategy to 2030; Strategy for developing intellectuals in the period of industrialization and modernization.

In addition, the Ministry will approve the Project to establish a science and technology exchange to support businesses in accessing and applying science and technology in production, and at the same time study and propose policies to assign domestic businesses to apply science and technology in key projects.

Also in the third quarter, the Ministry will focus on guiding localities in implementing the Local Innovation Index (PII) in 2025. Previously, the Ministry of Science and Technology issued the Local Innovation Index (PII) Framework 2025, consisting of 7 pillars with 52 component indicators (in which localities will provide data and supporting documents for 13 indicators). The PII 2025 report will provide the basis for localities to include improvement targets in their socio-economic development plans for 2026 and the following years, contributing to the implementation of Resolution 57-NQ/TW.

Regarding the implementation of Resolution No. 57-NQ/TW of the Politburo, Ms. Hoang Thi Phuong Luu said that in the third quarter of 2025, the Ministry of Science and Technology will carry out 45 tasks, including key tasks such as: Developing and submitting to the Government and the Prime Minister for promulgation 16 Decrees guiding the implementation of 5 Laws; 1 Decree regulating the ordering mechanism, assigning tasks to digital technology enterprises to carry out key tasks on digital transformation; 8 Decisions of the Prime Minister.

The Ministry will issue, according to its authority, the following criteria for assessing the level of digital transformation of enterprises; List and plan for implementing national digital platforms, shared digital platforms of industries, fields and regions; Plan for each citizen to have a digital identity, digital means, digital skills and digital accounts to form digital citizens... Coordinate with Hanoi and Ho Chi Minh City to remove obstacles in developing high-tech parks; coordinate with the Ministry of Education and Training and the Ministry of Home Affairs to remove obstacles in the "3 Houses".

Complete policies on collecting, updating, sharing, exploiting scientific and technological information, innovation and digital transformation; clearly define the responsibilities of ministries, branches, localities, enterprises, organizations and individuals involved. Provide guidance on the use of digital platforms and shared digital infrastructure suitable for 3-level governments before June 10, 2025 so that localities can promptly complete the review and assessment in June 2025.

The Ministry of Science and Technology also requested local Departments of Science and Technology to proactively advise the Provincial Party Committee and City Party Committee on: Leading, directing, and inspecting the concretization of Resolution No. 57-NQ/TW; allocating resources for the development of science, technology, innovation, and digital transformation in a complete, timely, and substantial manner; Advising on the arrangement of an appropriate proportion of cadres with expertise and experience in science and technology in the leadership team of each state agency and unit; Developing plans and implementing training and fostering programs for cadres, civil servants, and public employees on knowledge of science, technology, innovation, digital skills, and basic digital technology to serve national digital transformation.

At the conference, local Departments of Science and Technology also recommended that the Ministry promptly issue guiding documents on the functions, tasks, powers and organizational structure of the Department of Science and Technology after changes in the organizational structure at the central and local levels; recommended that the Government direct relevant ministries and branches to promptly issue documents specifying job positions in science, technology, innovation and digital transformation in state agencies at all levels; Difficulties in implementing Circular No. 09/2024/TT-BKHCN of the Ministry of Science and Technology regulating the management of science and technology tasks at the provincial and grassroots levels using the state budget due to insufficient legal basis to propose regulations on decentralization and authorization in the direct assignment of tasks (contract designation)...

Minister Nguyen Manh Hung suggested: The current organizational structure affects the work of science and technology officials with more work. Therefore, units should use new technology and digital applications to manage work, including applying artificial intelligence to process work faster. In the innovation of the Ministry of Science and Technology's activities, the final result will be the measure for officials in the industry.
