International educational institutions will be reviewed after the unexpected closure of an international school at the beginning of the new school year.

From September 11, Green Bud School temporarily reopens at Victoria Inter-level School campus.

Regarding the incident of Choi Xanh International Primary, Secondary and High School (hereinafter referred to as Choi Xanh School) located in Cam Chau Ward, Hoi An City, Quang Nam Province, suddenly announcing its closure after collecting tuition fees from many students, the People's Committee of Quang Nam Province sent an official dispatch to the Department of Education and Training, the Department of Foreign Affairs, and the Department of Planning and Investment regarding the resolution of the school's problems.

Accordingly, the Department of Foreign Affairs is assigned to preside over and coordinate with the Department of Education and Training, the Department of Planning and Investment to advise the Provincial People's Committee to send a document to the British Embassy in Vietnam to request Ms. Catherine Clare Mckinley (permanent address: The Rise, South Side, Steeple Aston, Bicester OX25 4RU, United Kingdom of Great Britain and Northern Ireland), owner of Choi Xanh International Primary, Secondary and High School, to return to Vietnam to coordinate in resolving legal procedures related to the current problems of the School.
In addition, the Department of Education and Training is assigned to preside over and coordinate with the Department of Planning and Investment, the Provincial Inspectorate, the Provincial Police and relevant agencies, units and localities to urgently conduct inspections, reviews and propose specific solutions for the case of Choi Xanh International Primary, Secondary and High School in accordance with the provisions of law; ensuring the rights of parents, students and staff of the School.
At the same time, develop a plan to inspect and review internationaleducational institutions in the province to promptly rectify and handle arising issues related to legal procedures for educational institutions with foreign investment in accordance with the provisions of law.

Some students return to school at the new facility

Regarding the above incident, the Department of Education and Training of Quang Nam province organized a meeting with a number of parents and representatives of foreign teachers of Choi Xanh International School in the 2022-2023 school year to hear feedback on information about the school as well as the wishes of parents and teachers in the face of the school's difficulties. The Department also sent reports No. 1993 (dated August 31) and No. 1884 (dated August 18) to the People's Committee of Quang Nam province and relevant agencies on the situation of Choi Xanh International Primary, Secondary and High School. At the same time, it continues to have solutions to support the school, teachers and parents of Choi Xanh International School to overcome difficulties and prepare for the 2023-2024 school year.
At the meeting, many parents said they had paid tuition in advance for the 2023-2024 school year to Choi Xanh International School. The parents' wish is to continue to let their children study the school's educational program because the school's educational quality has been guaranteed and trusted for many years, and to deduct the tuition fees they have paid. If the school moves to another location, all parents will still agree to let their children study there. Representatives of foreign teachers reported that they are still under contract with Choi Xanh International School (the contract has not been terminated) but have not been paid, so they cannot sign a contract with another organization.
Mr. Thai Viet Tuong, Director of the Department of Education and Training of Quang Nam, said that the Department of Education and Training has shared the concerns and worries of parents and foreign teachers; at the same time, reviewing educational facilities in Hoi An City, in time for the new school year, the Department of Education and Training has guided parents to register their children to study at Hoi An International Primary, Secondary and High School (HAIS), which has a similar educational program and is located near Choi Xanh International School. Up to now, about 50/95 students have applied to HAIS, some other students have transferred to schools in Da Nang City and some have not yet had a transfer plan.
For foreign teachers whose contracts have not yet been terminated, the Department of Education and Training instructs them to contact Ms. Catherine Mckinley, the school owner, to coordinate a resolution according to the terms of the Contract; at the same time, if necessary, report in detail to the provincial authorities for support in resolving the issue.
In parallel with the solutions for students, parents and teachers as mentioned above, in the past time, the Department of Education and Training has actively contacted Ms. Catherine Mckinley, asking her to quickly return to Vietnam to soon resolve the situation at Choi Xanh International School.

Choi Xanh International School rents facilities from Victoria Inter-level School for teaching

It is known that since September 11, Choi Xanh International School has opened its doors to welcome students into the new school year 2023-2024 after the incident of suddenly closing the school, being "accused" of collecting 14 billion VND in tuition fees from parents before the new school year.
Accordingly, Choi Xanh International School rents the facilities of Victoria Inter-level School in Dien Ngoc Ward, Dien Ban Town, Quang Nam to organize teaching activities. This location is more than 10km from the old school; committed to maintaining the curriculum and organizing activities, stabilizing the study and work of students and teachers. At the same time, Mr. Nguyen Quoc Huong - Chairman of the Board of Directors of Victoria Inter-level School is authorized to temporarily manage. The total number of students at 3 levels is about 100, and the number of teachers is nearly 30.

On the first morning of reopening, only a few primary school students returned to school with the presence of some foreign teachers.
One parent said both her children attended Choi Xanh School at both primary and secondary levels. Many parents were worried and transferred to other schools, while others waited for the school to reopen.

As Van Hoa reported, previously, parents of students at Choi Xanh International Primary, Secondary and High School reported to the Department of Education and Training about the school's sudden announcement of closure in the first days of the 2023-2024 school year.
Students were scheduled to return to school on August 22. However, on August 8, parents unexpectedly received information via email from Ms. Catherine Clare Mckinley - the school's administrator - informing them that their students had been transferred to APU - American International School (APU American International School) based in Da Nang City. However, when parents contacted APU to get information, the school refused to accept them because the school does not accept tuition fees from students at Choi Xanh International School. Ms. Catherine Clare Mckinley has returned to Vietnam and cannot be contacted. The principal of Choi Xanh School is Vietnamese, but she has almost no decision-making power or influence over the school's operations.
Choi Xanh International Primary, Secondary and High School was established in 2014 by Choi Xanh Vietnam Education Company Limited as the investor, located on Cua Dai Street, Cam Chau Ward, Hoi An City, Quang Nam Province. Ms. Catherine Clare Mckinley (52 years old, British nationality) is the operator; Ms. Sue Lyn Ryan (55 years old, Australian nationality) is the legal representative of Choi Xanh Company; Ms. Thai Thi Quyen is the Principal.
