Tighten discipline, administrative discipline, raise awareness and public ethics

On the afternoon of October 6, the Provincial Party Committee Standing Committee held a conference to summarize 10 years of implementing Directive 23-CT/TU of the Provincial Party Committee Standing Committee on strengthening discipline and administrative order in the activities of agencies and units in the province. Over 10 years of implementing Directive 23-CT/TU, Party committees from the provincial to grassroots levels, leaders at all levels and sectors have paid close attention to directing, thoroughly grasping and resolutely implementing discipline and administrative discipline, creating a strong change in awareness, sense of organization and discipline, exemplary responsibility and sense of responsibility in performing tasks and public duties of cadres, party members, civil servants and public employees. Work quality and efficiency have been increasingly improved; working style and manners of cadres, party members, civil servants and public employees have been innovated and made more scientific . The results of handling records and administrative procedures for organizations, individuals and enterprises have been shortened in time and administrative costs, overcoming the situation of causing trouble and harassment when performing tasks and public duties. The rate of records resolved on time reached 97.2%; the rate of records resolved via the public service portal of the whole province reached 62.4%...

In addition to the achieved results, the implementation of Directive 23-CT/TU in the province still has some shortcomings and limitations such as: The implementation of discipline and administrative discipline is sometimes and in some places not strict; leaders of some departments, branches and localities are not closely following the work, their qualifications and capacity are still limited; the professional qualifications, behavioral skills, working attitude and communication with the people of some cadres and civil servants are not good. Administrative reform has not met the requirements.

At the conference, delegates clarified the results achieved and analyzed the limitations and difficulties in the implementation of Directive 23-CT/TU.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Cao Thi Hoa An requested Party committees at all levels, Party organizations, authorities, the Fatherland Front, socio- political organizations, agencies and armed forces units from the province to the grassroots level to tighten discipline and administrative discipline, improve the effectiveness and efficiency of management and operation, and sense of responsibility in public service activities to create strong changes, improve service quality, enhance the behavioral culture of cadres, civil servants and public employees in performing public duties, serve people and businesses well; improve and enhance indicators related to administrative reform, contributing to the socio-economic development of the province.

Comrade Cao Thi Hoa An requested that units and localities continue to propagate and raise awareness for cadres and party members in performing their assigned duties and tasks; heads of agencies, organizations and units must first of all be exemplary, voluntarily take the lead, implement office culture; seriously carry out personal responsibility in direction. The Provincial Party Standing Committee will issue a new directive on the basis of inheriting Directive 23 to suit the new situation; agencies, units and localities need to resolutely implement this directive to improve discipline, administrative discipline, office culture, contributing to the successful implementation of the resolutions of party congresses at all levels for the 2020-2025 term.
