Tighten discipline in the implementation and disbursement of public investment capital in 2025

According to the leader of the Department of Finance, the total public investment capital plan for 2025 assigned by the Prime Minister to Soc Trang province is over VND 8,957 billion. Up to now, the province has allocated nearly 99.3% of the assigned plan in detail. Implementing Resolution No. 174/NQ-HDND dated February 19, 2024 of the Provincial People's Council, the Provincial People's Committee has allocated the target of the 2023 budget revenue increase capital plan to investors of over VND 58 billion; the total capital plan allowed to extend the implementation period and disbursement in 2025 to the reporting time is over VND 610 billion. Thus, the total public investment capital plan to be implemented in 2025 of Soc Trang province (including: the capital plan assigned in 2025 by the Prime Minister, the additional capital plan assigned by the province and the capital plan of previous years allowed to be extended) is over 9,625 billion 556 million VND, by April 30, 2025, over 1,060 billion VND has been disbursed, reaching 11.01% of the plan.

Currently, the disbursement of the capital plan assigned by the Prime Minister to Soc Trang province by the end of April reached 11.35%, lower than the average disbursement rate of the whole country (15.56%); 14/22 units have a capital disbursement rate in 2025 above the average of the province and there are still some units that have not disbursed... Compensation and support for site clearance to serve the construction of projects is still slow, due to difficulties in determining compensation land prices due to not reaching an agreement with the people, slow handover of the site; determining the origin of land use of households is difficult due to multiple transfers, which takes time, completing land recovery records through many steps; difficulties in building land price lists due to merging provincial-level administrative units according to the provisions of the 2024 Land Law...

In order for the work of site clearance and disbursement of public investment capital in 2025 to achieve progress according to the set plan, Chairman of the Provincial People's Committee Tran Van Lau requested departments, branches, investors, People's Committees of districts, towns and Soc Trang city to identify the disbursement of public investment capital as one of the key tasks throughout the year; thereby, it is necessary to tighten discipline and order in the process of performing assigned tasks, promote the responsibility of leaders, assign specific leaders to be responsible for monitoring the progress of implementation, promptly remove difficulties and be responsible for the disbursement results of each project. Increase the frequency of site inspections, organize weekly meetings to promptly correct existing problems and shortcomings, proactively have specific solutions to remove difficulties and obstacles, especially in site clearance work. Resolutely handle contractors with limited capacity and violating contracts in accordance with regulations. Carry out procedures for payment of investment capital as soon as the volume is accepted according to regulations.

The Chairman of the Provincial People's Committee requested that investors review and make a commitment to disburse each project to report weekly to the Provincial People's Committee; there must be solutions to implement each project. The People's Committees of districts, towns and cities focus on resolving the work of site clearance, compensation, support and resettlement in a timely and proper manner for the people, ensuring compliance with the law and harmonizing the interests of the State and the people. Before June 20, 2025, the site of works and projects must be completely handed over; those that are easy to do immediately, those that are difficult must be promptly resolved. Localities must proactively research and resolve according to their authority or contact relevant departments and branches for guidance and timely support...
