Tighten management of mineral resources

Currently, in Dien Bien province, there are 10 exploration licenses and 26 mineral exploitation licenses still in effect. In 2022, Dien Bien province also granted 01 license for mineral exploration of land for filling materials, 10 licenses for exploration of sand and gravel for common construction materials, transferred 01 license for mining of stone and sandstone for common construction materials, adjusted 01 license for mining of stone minerals, confirmed 05 areas registered for land exploitation and 02 areas registered for mining of stone and sand within the scope of construction projects, and recovered sand during dredging of reservoir beds for 02 projects.

According to Mr. Nguyen Thanh Trung, Head of the Department of Minerals and Water Resources, Department of Natural Resources and Environment of Dien Bien province, in order to strengthen the management and protection of natural resources, in recent years, the Department of Natural Resources and Environment of Dien Bien province has done a good job of receiving and appraising dossiers, in accordance with the procedures and the Law on Minerals. Promote the dissemination and propaganda of the Law on Minerals, to raise public awareness in the exploitation and protection of mineral resources, the licensing of mineral activities in accordance with the approved planning, the Law on Minerals, and related legal documents. Direct mineral exploitation units to strictly comply with the provisions of law in mineral exploitation activities. Coordinate with functional forces to inspect, promptly detect and strictly handle violations.

At the same time, limit the granting of small-scale, fragmented mineral exploitation licenses. On that basis, the Department of Natural Resources and Environment also advises the People's Committee of Dien Bien province on the procedures for approving mineral exploitation projects in accordance with requirements, exploiting, processing and using minerals in accordance with mineral operation regulations, and collecting fees for granting mineral exploitation rights in the locality.

In addition, authorities at all levels have also taken part in directing, implementing and carrying out the management of mineral exploitation activities in the whole province to ensure security and order and environmental protection. Since then, the management and protection of natural resources, especially mines and mining sites, has maintained security and order and exploited effectively, using natural resources economically. Specialized agencies and state management agencies have maintained inspection, detected and strictly handled violations in the field of mineral exploration and exploitation. In the past year, the management agency has established records of administrative sanctions for illegal mineral exploitation and paid the State budget an amount of 195,000,000 VND.

Dien Bien province strengthens inspection and handling of violations in mineral exploitation activities.

Mr. Nguyen Thanh Trung added: To effectively manage and exploit minerals in the area of Dien Bien province, the Department of Natural Resources and Environment continues to advise the Provincial People's Committee on the issuance of mineral exploitation licenses and the management of mineral exploitation activities. Provide guidance to organizations and individuals on the procedures for granting mineral exploitation licenses in the province according to the provisions of the Law on Minerals. Strengthen the management of exploitation, rational use, and effective savings of mineral resources, focusing on organizing appraisal and submitting to the Provincial People's Committee for granting mineral exploitation licenses according to authority; coordinate in implementing mineral exploitation planning; continue to calculate fees for granting mineral exploitation rights, inspect and supervise the compliance with the law of organizations and individuals with mineral exploitation activities. Promote propaganda work, plans for environmental improvement and protection in mineral exploitation activities in the province.
