Under the direction of the General Department of Taxation, the Hoa Binh Provincial Tax Department has made efforts to implement many solutions to strengthen tax management for e-commerce business activities in the province.

Comrade Nguyen Huong Tan, Head of the Department of Household Business Management and Other Revenues (Provincial Tax Department) said: Currently, the Tax sector has approached e-commerce activities according to platforms with e-commerce activities to apply appropriate tax management measures including 8 groups of platforms: E-commerce trading floor platform; e-commerce website/application; social networking platform; transportation - delivery platform; agent platform; subscription platform; advertising platform and application store platform. The Tax sector has reviewed, classified, monitored and regularly updated information on organizations and individuals who are organizing business activities, generating income from business forms in the e-commerce field within the scope of management according to groups of subjects such as: enterprises with income from foreign organizations (google, facebook, apple...); Organizations and individuals doing business, selling online on e-commerce platforms (shopee, ladaza ...), on web sales platforms with ordering functions, on livestream software (facebook, zalo, tiktok ...); businesses doing business in online house rental activities through applications (booking.com, agoda ...); businesses paying for electronic services of foreign contractors; businesses organizing and operating e-commerce trading platforms such as sendo, lazada, shoppe ...), operating intermediary payment applications (apps) ( vnpay , airpay, napas ...), intermediary transportation applications (grab, now, baemin ...).
As of June 30, 2024, in Hoa Binh province, there is 1 e-commerce platform operating under the management of the Department of Industry and Trade, the Tax Authority manages the taxes of 83 households, individuals, and 17 enterprises operating in the e-commerce sector. The amount of tax paid to the state budget in the first 6 months of 2024 is 2.19 billion VND (of which 1.68 billion VND is from enterprises and 0.51 billion VND is from individuals).
In recent years, to manage taxes on e-commerce business activities, the Provincial Tax Department has closely followed the directives and guidelines of the General Department of Taxation to organize propaganda and support taxpayers in a variety of effective forms, contributing to spreading the State's policies and guidelines on healthy, competitive and sustainable e-commerce development on the basis of compliance with State laws. Deploying information technology applications to facilitate e-commerce businesses and individuals to carry out tax procedures electronically, ensuring level 4.0.
However, revenue management for e-commerce business activities still faces many difficulties. E-commerce business is increasingly diverse and flourishing with many forms, so it is not easy to manage this activity, especially fully managing taxpayers and tax revenue sources, especially for households selling goods through social networks with personal accounts, or livestreaming sales activities on platforms such as tiktok, facebook is very difficult to determine. "The reason is that most e-commerce businesses do not have stores or shops; sales and payment for goods are mainly done online or through express delivery intermediaries; individuals and businesses have not voluntarily declared and paid taxes, have not declared or have declared low actual transaction values" - Comrade Nguyen Huong Tan added.
Revenue management for e-commerce business activities is considered a solution to fulfill the task of collecting the provincial state budget. To prevent revenue loss from this activity, in the coming time, the provincial Tax Department will continue to implement propaganda and support programs for taxpayers that have been effective in the past, such as propaganda on mass media, organizing direct dialogues with taxpayers, organizing a 24/7 hotline, and implementing communication through the Association of Enterprises and cooperatives in the province.
Continue to promote advocacy, propaganda and support for business organizations and individuals in general, and organizations and individuals directly doing business on social networks in particular, to raise awareness and self-awareness in declaring and paying taxes. Strengthen tax management, and strictly punish violations to raise taxpayers' awareness in complying with tax laws and policies. At the same time, coordinate with the Department of Industry and Trade to guide foreign organizations and individuals doing business through the platform to register for tax, declare and pay taxes on the Electronic Information Portal of the Provincial Tax Department. Regarding long-term solutions, the Provincial Tax Department continues to advise the Provincial People's Committee to issue documents on tax management for e-commerce business activities in the province. This will be the legal basis for tax management for this activity, while also protecting the rights of e-commerce business households in the area.
