According to the Department of Education and Training of Hung Yen, in 2025, the Provincial People's Committee is recruiting civil servants for public preschool and general education institutions in the former Hung Yen province. However, many public education institutions in the former Thai Binh province still lack teachers compared to the assigned quota.
Therefore, the Department of Education and Training proposed that the Provincial People's Committee recruit 2,162 additional teachers and staff for all levels of education. Of these, there are 853 positions for preschool level, 848 positions for primary level, 154 positions for secondary level and 307 positions for high school level.
The Department of Education and Training also proposed that the Provincial People's Committee allow public educational institutions to proactively sign contracts with teachers in cases of sick leave, maternity leave, retirement, or resignation. At the same time, it proposed to provide additional funding for the implementation of these contracts to ensure enough teachers in class.
In addition, to overcome the surplus or shortage of managers, teachers and staff in public educational institutions, the Department of Education and Training requests the Provincial People's Committee to promptly issue a document guiding the transfer of managers, teachers and staff from one educational institution to another that is not under the management or transfer authority of the Commune People's Committee. Or, the Provincial People's Committee authorizes the Department of Education and Training to perform this task.
At the same time, the Department of Education and Training proposed that the Provincial People's Committee assign the Commune People's Committee to mobilize or arrange teachers and staff to work between schools according to the actual conditions of the locality, ensuring reasonable human resources for educational institutions under its management authority.

Previously, on August 2, the Hung Yen Civil Servants Recruitment Council opened the recruitment of teachers and civil servants to work at public educational institutions in 2025.
In this recruitment period, Hung Yen is recruiting 1,325 positions. Of which, there are 382 positions for preschool teachers, 466 positions for primary school teachers, 379 positions for secondary school teachers and 98 positions for high school teachers.
