Ho Chi Minh City Department of Education and Training explains some regulations on extra teaching and learning

Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, explained some of the concerns of teachers, parents, and students regarding Circular 29 regulating extra classes and tutoring, which came into effect on February 14th.

On the afternoon of February 13th, at a socio -economic press conference, Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, provided information on some contents of Circular 29 regulating supplementary teaching and learning, which will take effect from February 14th.

Mr. Minh affirmed that this circular does not prohibit tutoring, but rather brings tutoring into a framework and ensures it is carried out in accordance with regulations. Tutoring for development and lifelong learning is necessary, but it must be done on a completely voluntary basis.

The Ho Chi Minh City Department of Education and Training is currently seeking feedback from various departments and agencies regarding the management of extracurricular tutoring in Ho Chi Minh City and will soon issue guidelines.

"Teachers are allowed to provide extra tutoring, but only in places with registered businesses as required by regulations. Here, you can't say I'm tutoring 2-3 students or a group of students. If you're providing extra tutoring outside of school, you must comply with regulations," Mr. Minh said.

In addition, the circular also stipulates that teachers in public schools are not allowed to organize or manage extracurricular tutoring.

Furthermore, teachers are not allowed to provide paid extra tutoring to students who are already attending their regular classes. If students are attending regular classes, teachers must teach all the content, fostering self-learning abilities in them, rather than leaving out content for extra tutoring or requiring students to take extra classes for a test or exam.

According to Mr. Minh, the information also clearly states that the school only organizes extra classes free of charge.

"The school used to collect fees for extra classes, but recently there has been a discussion about whether the extra time allocated to extra classes should be used instead of regular teaching time."

However, there are three groups of students that schools must organize remedial classes for: students who have not met the knowledge and skills standards, gifted students, and students in their final year. It cannot be said that because of the circular, schools are neglecting to organize review sessions for these students," Mr. Minh said, adding that Ho Chi Minh City will issue guidelines on this matter and will provide funding to support teachers in remedial classes for students in their final year and those who are struggling academically.

Primary school students do not receive extra tutoring but are allowed to organize after-school clubs.

At the press conference, a reporter asked about the ban on extra tutoring at the primary school level. In reality, many primary school teachers currently provide after-school care and tutoring while waiting for parents to pick up their children. The regulation prohibiting extra tutoring makes it difficult for parents to pick up their children after school.

Regarding this matter, the Chief of Staff of the Ho Chi Minh City Department of Education and Training affirmed that the circular stipulates that supplementary classes are not allowed at the primary school level, except for classes teaching skills and talents such as music, singing, drawing, swimming, calligraphy, sports clubs, and arts clubs.

"For elementary school children, attending school for two sessions is enough. They should be taught skills and talents to develop holistically, instead of focusing solely on math and Vietnamese."

"Primary school teachers who don't teach extra classes don't teach the core subjects taught in class, but if they have the ability to organize skill-building and talent development classes for students, no one forbids it. Schools should also organize clubs for students to participate in after regular school hours, making it convenient for parents to pick up their children after work. Many schools have done this effectively," Mr. Minh said.
