Digitalization and automation of administrative procedures

Never before has administrative procedure reform been placed in such a key and drastic position as it is today. The consistency from the Central Government's direction to ministries and branches clearly demonstrates the viewpoint: cutting and simplifying administrative procedures must be associated with building a modern governance foundation, creating a transparent, healthy, competitive business environment and taking the satisfaction of the people and businesses as a measure of effectiveness.

Never before has administrative procedure reform been placed in such a key and drastic position as it is today. The consistency from the Central Government's direction to ministries and branches clearly demonstrates the viewpoint: cutting and simplifying administrative procedures must be associated with building a modern governance foundation, creating a transparent, healthy, competitive business environment and taking the satisfaction of the people and businesses as a measure of effectiveness.

Implementing Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the direction of the Prime Minister on the program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026, by May 20, 2025, ministries, branches and localities have compiled, counted and announced a total of 6,358 administrative procedures, of which 4,377 administrative procedures (accounting for 68.8%) are related to production and business activities. The total annual cost of compliance with administrative procedures is more than VND 120,000 billion/year.

In order to promptly reduce and simplify administrative procedures, business conditions, processing time, and administrative procedure compliance costs to meet requirements, in Official Dispatch No. 69 dated May 22, Prime Minister Pham Minh Chinh requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on completing the updating and publicizing of the results of synthesizing and statistics on administrative procedures, business conditions, and administrative procedure compliance costs; urgently organize the review, reduction, and simplification of administrative procedures related to production and business activities, ensuring at least a 30% reduction in the time to process administrative procedures, at least a 30% reduction in the costs of administrative procedure compliance and business conditions in 2025 and continue to reduce them strongly in the following years.

At the same time, ensure that 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, transparently, and minimize paperwork; organize the implementation of administrative procedures regardless of administrative boundaries within the province, to be completed in 2025.

“Transparency, digitalization, automation, application of artificial intelligence and big data in the implementation of administrative procedures and processes” - the telegram also requires a strong shift from pre-inspection to post-inspection associated with increased inspection and supervision; shifting the management of business conditions from licensing and certification to publishing business conditions and post-inspection, except for a few fields that are required to carry out licensing procedures according to international regulations and practices.
