Recently, Vice Chairman of Quang Nam Provincial People's Committee Ho Quang Buu signed a document to the Management Board of Economic Zones and Industrial Parks of the province; Long Thinh Hung Seafood Company Limited on terminating the operation of the aquatic seed production facility project, focusing on white-leg shrimp at the Quang Nam concentrated seed production and inspection area, Binh Nam commune, Thang Binh district.

Accordingly, after considering the proposal of the Provincial Economic Zones and Industrial Zones Management Board, the Provincial People's Committee issued a decision to reclaim the land of Long Thinh Hung Seafood Company Limited because the 24-month land use extension period had expired but the investor had not yet put the land into use. The Quang Nam Provincial People's Committee requested the Provincial Economic Zones and Industrial Zones Management Board (the investment registration agency) to decide to terminate the project of the aquatic seed production facility, focusing on white-leg shrimp at the centralized seed production and inspection area.
The People's Committee of Quang Nam province assigned the Management Board of Economic Zones and Industrial Parks of the province to preside over and closely coordinate with relevant sectors and localities to carry out procedures to terminate the above-mentioned project activities in accordance with current regulations and monitor and handle arising issues (if any).
Previously, as VTC News reported, the project of infrastructure for a concentrated aquatic breed production and inspection area was implemented in Binh Nam commune, approved by the Ministry of Fisheries for investment since 2006 with state budget capital from the Aquaculture and Aquaculture Development Program. In 2009, the project was transferred to the People's Committee of Quang Nam province.
The project's goal, with an investment capital of nearly 40 billion VND, is to build a concentrated aquatic seed production area, complete with infrastructure, meeting environmental standards and current standards prescribed by the State. The construction scale is about 200 seed production farms. The total capacity is 2.5 - 3 billion disease-free, good quality seeds/year. In addition, this place is also expected to combine with tourist attractions inside and outside the province to create a complete occupational, natural, and ecological tourist destination.

In July 2015, the project was handed over to the Quang Nam Department of Fisheries for management and use, including: Administrative building; gate, fence; technical infrastructure: Leveling, roofing, internal roads, rainwater drainage system, wastewater drainage system, garden, ornamental fish pedestal; 560 KVA transformer station; medium voltage line; low voltage line; lighting line.
However, since 2016, due to regulations that no longer quarantine aquatic species within the province, there are no regular staff on duty at the seed production area. Since then, the administrative building has not been used or exploited.
According to the leader of the Quang Nam Fisheries Department, in 2015 and 2016, the aquatic breed production and inspection area was allocated funds to hire security guards, maintain and repair, and other expenses to serve management activities and perform tasks. However, from 2017 to now, the unit has no longer been allocated funds to hire security guards, maintain and repair, so after storms, the administrative building has shown damage.
