Accordingly, this shampoo product is included in the cosmetic product declaration form 780/24/CBMP-DN issued by the Provincial Department of Health on November 15, 2024. The product is manufactured by EBC Dong Nai Medical Factory Joint Stock Company (Road No. 6, Giang Dien Industrial Park, Giang Dien Commune, Trang Bom District, Dong Nai Province). VB Group Trading and Service Company Limited (Mezzanine Floor, Dai Thanh Binh Building, District 5, Ho Chi Minh City) is responsible for bringing the product to market.
Reason for recall: Tested sample does not meet quality standards
Microbiological limits and containing 2-Phenoxyethanol are not included in the product formula ingredients that have been granted a cosmetic product declaration receipt number.
Phenoxyethanol in cosmetics is considered a preservative in cosmetics, safe to use at concentrations not exceeding 1% in people with no history of allergies. However, applying cosmetics containing a lot of phenoxyethanol leads to the accumulation of phenoxyethanol on the skin, posing many potential health risks.
Previously, the Drug Administration of Vietnam ( Ministry of Health ) issued Document No. 1254/QLD-MP dated May 6, 2025 announcing the suspension of circulation and nationwide recall of the product batch Hanayuki Shampoo - 300 gram bottle. The label shows PCB reception number: 780/24/CBMP-DN; Batch number: 0010125; NSX: 050125; HD: 040127.
The above cosmetic sample was taken by the Ho Chi Minh City Drug Testing Institute at EBC Dong Nai Medical Factory Joint Stock Company for quality testing. According to information on the National Business Registration Portal, EBC Dong Nai Medical Factory Joint Stock Company was converted from EBC Group Company Limited.
The Drug Administration of Vietnam (Ministry of Health) requests the health departments of provinces and centrally-run cities to notify businesses and cosmetic users in the area to immediately stop selling and using the above batch of Hanayuki Shampoo - 300 gram bottle and return the product to the supplier. In addition, recall and destroy the above batch of violating products; inspect and supervise units implementing this notice; handle violators according to current regulations.
In addition, VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company must send recall notices to distributors and users of the above batch of Hanayuki Shampoo - 300 gram bottle; receive returned products from business establishments and proceed to recall and destroy the entire batch of products that do not meet regulations.
At the same time, the Department requested the Ho Chi Minh City Department of Health and the Dong Nai Provincial Department of Health to supervise the recall and destruction of products of VB Group Trading and Service Company Limited and EBC Dong Nai Medical Factory Joint Stock Company.
