At coffee shops on Le Duan Street (Thanh Sen Ward), it is not difficult to see beggars coming into the shop to ask for money from customers. Talking to reporters, old lady NTL (from Tung Loc Commune) said: "My family is in difficult circumstances, I have 2 sons but they also have difficulty raising them. I am sick and have no money for treatment so I have to go begging."

Thanh Sen Ward, Ha Tinh Province is a central area, so there are many cases of begging, from restaurants, eateries, coffee shops, tea shops, to markets, supermarkets... Among them, in addition to people with disabilities, there are also elderly people and children begging. Although we sympathize with the situation of having to beg, the reality is that this recurring situation is affecting the "urban beauty" and is annoying many people.
Ms. Nguyen Thi Dung (Thanh Sen ward, Ha Tinh province) said: "Recently, I have seen many beggars. Seeing their situation, I feel sorry for them and give them money. I think that all levels and sectors need to pay attention to support policies and job creation...".
According to Mr. Nguyen Van Ba - owner of a pho restaurant in Thanh Sen ward, every day he sees beggars coming to his restaurant, sometimes 2-3 people in a session. If he doesn't give them anything, he feels sorry for them, but if he does, they get used to it and come back every day to ask for more, bothering both the restaurant owner and the customers.


Many people shared that if they met beggars, if they did not give them anything, they would feel guilty because they were sick and really poor, but if they gave them something, they would get used to it because there are also beggars who often pretend to be poor, taking advantage of the sympathy of others. Through research, most of the cases of vagrants and beggars come from other localities. When practicing their profession, they move constantly, not staying in a fixed place, so management and control are difficult.
Mr. Phan Xuan Thanh, Deputy Head of the Department of Culture - Society, Thanh Sen Ward People's Committee said: "In the coming time, the ward will organize a statistical review of begging cases in the area. For really difficult cases, we will introduce them to the protection centers to ensure social security policies. In addition, the ward will organize propaganda and mobilize the subjects not to repeat begging, if they re-offend, there will be measures to handle them."

According to Mr. Mai Le Thuoc - Deputy Director of Ha Tinh Department of Health , currently, the State has separate support policies for cases such as poor households, near-poor households and vulnerable groups under social protection. Therefore, the responsibility for the recurrence of beggars lies with local authorities. The Department will have a document advising and requesting localities to strengthen management, grasp the situation, promptly support difficult circumstances, and prevent the recurrence of begging as in the recent past.
To completely resolve the recurring situation of beggars, the issue is not only propaganda and bringing them to local management, but also close coordination between functional agencies. Most importantly, it is necessary to clearly classify: those who are truly in difficulty must be supported with livelihoods, vocational training, and job referrals; those who deliberately beg must be handled according to the law...
