On the afternoon of October 17th, information from the Ho Chi Minh City Police Department indicated that the unit had launched a concentrated campaign targeting children, homeless beggars, people living outside the community without stable residences, and other individuals requiring urgent protection in the area.

In this regard, the City Police directed its units to review, verify, and handle cases suspected of "pimping" activities. As a result, the City Police have compiled a list of 8 suspected "pimping" cases and are currently verifying and clarifying the matter to handle it in accordance with the law.
However, during the process of dealing with those who exploit beggars, the unit encountered difficulties because the perpetrators were often relatives, or even the children's biological parents.
The exploiters also prepare and instruct the children and beggars on the content and methods to use when detected by law enforcement, such as disguising themselves as sellers of lottery tickets, cotton swabs, pens, chewing gum, etc., making it difficult to consolidate evidence and prosecute them according to the law.

To date, local police forces have coordinated and received nearly 1,000 cases of homeless people and beggars in Ho Chi Minh City.
Regarding cases of foreign beggars (Cambodians), the City Police, in coordination with the Social Support Center - Department of Labor, Invalids and Social Affairs, managed 143 cases, of which 83 were processed (37 cases over 16 years old were fined or deported, and 46 cases of children under 16 years old were handed over to the Cambodian side).
Through handling cases of homeless and begging Cambodian nationals, the City Police have found that most of them are women, children, people with disabilities, and elderly people in difficult circumstances living in provinces bordering Vietnam, such as Svay Rieng and Prey Veng, who have taken advantage of the Joint Agreement on Border Regulations between Vietnam and Cambodia.
In the first nine months of 2024, the Department of Labor, War Invalids and Social Affairs received 1,314 cases of children, homeless beggars, and other individuals in need of urgent protection, handed over by working groups at the district, commune, ward, and town levels.
